Article 19 organization is currently accepting applications from the eligible applicants for the post of Head of Projects (Maternity Cover). The position will be based in London, UK.
The Head of Projects drives organisational change in article 19 in relation to key areas under the Projects Team, particularly around the introduction of a Project Management system that includes both narrative and financial planning and reporting, aiming at an organisational reporting, monitoring, evaluation and learning system across the organisation.
Article 19 is a London-based human rights organization with a specific mandate and focus on the defense and promotion of freedom of expression and freedom of information worldwide.
Key Job Responsibilities
The Head of Projects performs the following functions-
- Oversee efforts to build core competencies in project management and monitoring and evaluation methodologies
- Leads on tracking, documenting and analyzing the delivery of organisational impact and outcomes against the ARTICLE 19 strategy
- Leads on project management best practice to ensure compliance with ARTICLE 19 strategy and donor requirements
- Oversees Monitoring and Evaluation systems across the organisation
- Oversees reporting the impact of ARTICLE 19’s work to internal and external stakeholders
- Leads the development of a planning and reporting framework that tracks and documents how ARTICLE 19 is delivering against the organisational strategy
- Leads the monitoring and analysis of the delivery of impact and outcomes of the organisational strategy and highlights variances for senior management action
- Maintains effective records of all ARTICLE 19 grant activity (current projects, donors and reporting timeframes) via a regularly updated database
- Ensures all contractual issues are properly completed at the close of projects for contracts that are held and managed by international office
- Uses project management expertise to develop reports that provide meaningful information to internal and external audiences and enable senior managers, programme managers, regional directors to more effectively manage their programmes or offices
- Leads on project management best practice to ensure that projects deliver against the ARTICLE 19 strategy and donor requirements
- Leads internal and external strategy and project reviews and evaluations.
- Oversees the development of project management and monitoring and evaluation tools and support ARTICLE 19 staff in their effective use.
- Supports Monitoring, Evaluation and Reporting Officer to implement the M&E framework in ARTICLE 19
- Leads on institutionalizing cross-organisational learning with ARTICLE 19, in line with a commitment to improve quality and effectiveness
- Involves as relevant in the recruitment of staff and consultant
Eligibility Criteria
- Applicants must have-
- Educated to Degree standard or equivalent
- Financial and/or project management qualification an advantage (or equivalent through experience gained in a similar role)
- Knowledge of project management including Results Based Management and Monitoring and Evaluation frameworks
- Knowledge of international donor funding environment, including reporting requirements, trends, procedures and priorities
- Knowledge of human rights and/or key freedom of expression issues
- Other skills-
- Ability to play a leadership role within an organisation and commitment to the professional development of staff.
- Ability to manage staff, including distance management, appraise and motivate them to higher performance.
- Ability to propose changes in the staff structure and organisational processes to allow for a more efficient implementation of the work strategies.
- Excellent interpersonal skills, including the ability to communicate clearly and assertively with a wide range of people from different cultures.
- Able to communicate technical issues to non-technical colleagues
- High level of competency with spreadsheets and databases, good analytical skills and ability to deal with large quantities of financial data.
- Influencing and negotiation skills including the ability to represent ARTICLE 19 at external meetings.
- Work as part of a multi-national team and to manage and develop relationships both internally and externally.
