The Organization for Security and Co-operation (OSCE) is currently accepting applications from the eligible applicants for the post of Procurement Assistant based in Kyiv, Ukraine.
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities.
Key Job Responsibilities
The Procurement Assistant will perform the following functions-
- Assists in and contributes to planning and management of all procurement and contractual aspects related to procurement of diverse services and commodities in accordance with the local legislation and OSCE procedures;
- Performs procurement of goods, services and works required by the Mission, ensuring its compliance with related OSCE regulations, and executing relevant transactions in Oracle. Performs regular creation, closure and reconciliation of Purchase Orders (POs) and Purchase Requisitions (PRs);
- Participates in market comparative analysis, identifies potential Bidders and keeps the vendors’ database. Submits suppliers’ entry change forms as needed and required. Regularly liaises with current and potential suppliers in regards to various issues: signing of POs, terms of payment and delivery of goods, services or works, warranty contracts and price schedules;
- Assists in preparation of and distributes Requests for Quotation (RFQ), Invitations to Bid (ITB), Requests for Proposal (RFP) and Invitations for Bid (IFB). Obtains competitive quotations, proposals and bids from bidders and handles the relevant procurement process on all stages. Assists in preparation of other documents related to procurement procedures including, but not limited to clarification notes, prequalification documents, declarations of impartiality and confidentiality, bid opening board minutes, sole-source contracting forms, exception reports, FMMC proposal and minutes forms, contractor performance evaluation forms, etc.
- Contributes to identifying and prioritising the procurement spheres of the biggest demand and conducting the relevant procurement procedures to conclude LWCs;
- Drafts contracts/agreements with vendors after careful and extensive preparatory work in close consultation with OSCE PCU and Secretariat’s Legal Units;
- Provides regular consultation/training on procurement procedures for programmatic and FAU staff to ensure that all actions have been taken in accordance with OSCE rules and regulations;
- Performs other duties as required, including assistance in the assets management.
Eligibility Criteria
Applicants must have-
- Completed secondary education supplemented by commercial courses on purchasing technics;
- Minimum 4 years of working experience in the field of procurement, administration, contracting, logistics activities, part of which should preferably have been in an international environment;
- Computer literate with the practical profound experience in Microsoft Office (Word, Excel, PowerPoint, Outlook), web search engines, e-mail applications; knowledge of international ERP systems (Oracle, SAP) is preferable;
- Excellent oral and written communication skills in English and Ukrainian;
- Ability to work with people of different nationalities, religions and cultural backgrounds. Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
