Applications are invited by United Nations Development Programme(UNDP) for the post of Reporting and Coordination Officer. Job location is Triploi, Libya. This is contract based job and the duration of initial contract is Until end of December 2013. English is essential for the job.
Duties and Responsibilities :
Working under the supervision of the Deputy Chief Electoral Advisor/LEAP Project Manager, the incumbent plays an important role in the management and implementation of reporting and coordination processes associated with electoral assistance in Libya. The incumbent will be expected to:
- Take the lead in the development, management and implementation of a reporting system that collects inputs from across the integrated UN electoral support team and channels them in an organized, regular fashion to identified end recipients;
- Support a carefully coordinated internal communications strategy for the UN electoral support team;
- Assist in the day to day operation of the UN electoral support team, including through participation in the coordination of substantive administrative activities, interpretation of policy guidelines, work to improve the reporting system, whilst handle operational and administrative queries;
- Anchor information-sharing and coordination with international stakeholders on electoral issues, including through organizing a periodic forum for information-sharing;
- Produce donor reports in a timely manner and project progress reports for project board. Ensure full compliance of the LEAP project with the reporting requirements;
- Support to project visibility in terms of communication of results;
- Produce internal reports, evaluations, proposals, plans or policy documents as requested, on the basis of information solicited from across the integrated UN Electoral Support Team;
- Draft reports or proposals on behalf of the UN electoral support team for presentation to the High National Election Commission, in consultation with relevant electoral advisors and the Electoral Assistance Division;
- Provide regular inputs to UNSMIL reporting structures as required, ensuring inputs are submitted in an efficient and timely manner;
- Monitor and report on progress of LEAP according to agreed workplans, in accordance with UNDP rules, procedures and standards;
Qualifications and Experience :
- Advanced university degree (masters or equivalent) in communications, law, political or social sciences, international relations or related fields field and/or equivalent practical experience
- 5 years of relevant work experience
- Previous experience of working in a post-conflict and transitional setting highly desirable.
- Experience in working with or within electoral management bodies.
- Experience of working with a range of international agencies, UN organizations and CSOs
- Proven ability to work harmoniously with people from varying cultures and backgrounds.
- Proven reporting and communications experience
- Language Requirements: English is required.
