The ministry of Agriculture Forestry and Fisheries of Europeaid is currently inviting applications for its programme Support to the emergence of strong Community Fisheries to support community fisheries in Cambodia, to ensure food security, increase income, create employment and improve nutritional status for all people by improving the productivity and diversification and commercialisation of agriculture and environmentally sound protection and food safety.
The grants are intended to enable a variety of civil society actors to engage with government to discuss agricultural policy and development issues. This is the grants programme of the Fisheries Sub-Sector component.
The overall indicative amount made available under this Call for Proposals is KHR 10,080,388,000.
Programme Objectives
- The global objective of this Call for Proposals is:
- The emergence of strong civil society in the fisheries sub-sector and/or local fisheries conservation projects in partnership with local authorities and de-concentrated governmental bodies.
- The specific objective of this Call for Proposals is:
- Community Fisheries, civil society organisations, local authorities and de-concentrated governmental bodies cooperate to implement good fisheries governance and management.
Themes of the Programme
- Theme 1 will support actions relating to fisheries management and development;
- Theme 2 will support actions relating to aquaculture and alternative livelihoods development;
- Theme 3 will support actions relating to fish value chain development.
Size of Grants
Any grant requested under this Call for Proposals must fall between
- KHR 3,000,000,000 & KHR 4,032,155,200 for actions to support Community Fisheries in the Tonle Sap Region
- KHR 1,500,000,000 & KHR 2,016,077,600 for actions to support Community Fisheries in the Mekong Region, Chaktomuc Region and Coastal Region.
Duration
The initial planned duration of an action may not be lower than 18 months nor exceed 28 months. In any case, actions will not continue beyond the end of the operational implementation phase of the financing agreement, which is 19 June 2018.
Location
Actions under each lot will address the three Themes and must take place in selected Provinces located in the respective Region, in Cambodia, as follows:
- Tonle Sap Region – Two Provinces among the following:, Banteay Meanchey, Kampong Chhnang, Kampong Speu, Kampong Thom and Siem Reap;
- Mekong Region – One Province among the following: Kampong Cham, Kratie, Stung Treng and Tbong Khmum;
- Chaktomuc Region – One Province among the following: Kandal and Prey Veng;
- Coastal Region – One Province among the following: Kampong Som and Koh Kong.
Eligibility Criteria
- Eligibility for funding extends to the organisations established in the Kingdom of Cambodia or a Member State of the European Union or in eligible country.
- Applicants must be a legal person, non-Profit making & a Civil Society Organisations.
- The applicant may act individually or with co-applicant(s) who must satisfy the eligibility criteria as applicable to the applicant himself.
- The applicant and its co-applicant(s) may act with affiliated entity (ies) having a structural link with the applicants. Eligible entities may thus include-
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies). Likewise, they may be entities controlling an entity controlling the beneficiary;
- Entities under the same direct or indirect control as the beneficiary (sister companies).
- Membership, i.e. the beneficiary is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
How to Apply
- The application process consists of two phases-
- Phase 1, concept note
- Phase 2, full proposal
- Only Concept Notes must be submitted for evaluation. Thereafter, applicants who have been pre-selected will be invited to submit a Full Application Form.
- Prior registration in EuropeAid’s on-line database, PADOR, is obligatory for applicants, co-applicants and affiliated entities.
- Applicants must be registered before submitting the concept note, while co-applicants and affiliated entities must be registered prior to submission of the full application, if applicable.
