The European Commission is currently accepting concept notes from eligible organisations for a programme entitled “Enhancing CSOs’ contributions to governance and development processes in Pakistan” with an aim to support Civil Society Organisations at country level:
- As actors in governance and accountability
- As partners in promoting social development
- As stakeholders in promoting inclusive and sustainable growth
- As partners to test pilot actions promoting local development through a territorial approach
Objectives
- To support Pakistani CSOs to effectively contribute to local governance and accountability, and development processes at sub-national and local levels, and in support of actions for enhanced social cohesion and social development through citizen empowerment.
- To strengthen Pakistani local governments enabling them to effectively perform their roles as actors of local governance and development through a territorial, multi-stakeholder approach.
Priority Issues
- Promotion of more participative, accountable, responsive and inclusive governmental development planning, budgeting, and implementation processes at local, sub-national, and national levels.
- Enhanced local governments-led engagement with CSOs and communities for effective and pro-poor development planning, budgeting, and service delivery.
Size of Grants
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Minimum amount: EUR 1,000,000.
- Maximum amount: EUR 1,500,000.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a Civil Society Organisation (CSO) or an Association of CSOs
- be established in Pakistan or in a Member State of the European Union or parties to the agreement on the European Economic Area
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- International Organizations are not eligible to apply under this Call for Proposals.
- At least one co-applicant is obligatory under this Call for Proposals.
- Non-Pakistan eligible applicants must act together with at least one Pakistani co-applicant.
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant.
