The European Commission is currently accepting proposals from eligible organisations for “Strengthening the role of civil society in monitoring budget support operations” in order to improve the effectiveness, transparency and accountability of EU assistance in mainstreaming civil society activity in the main sectors of budget support.
The programme is divided into three lots:
- Lot 1: Support to Public Finance Policy Reforms in Moldova
- Lot 2: Support to the implementation of DCFTA process in Moldova
- Lot 3: European Neighbourhood Programme for Agriculture and Rural Development Moldova
Objectives
- Lot 1: To contribute to sustainable growth, maintained macroeconomic and fiscal stability and ultimately contribute to poverty reduction in Moldova.
- Lot2: To assist the Government of Moldova in promoting sustainable and inclusive growth, and consolidating and improving democratic and economic governance.
- Lot3: Support to Agriculture and Rural Development.
Size of Grants
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Lot (1)
- minimum amount: EUR 200.000
- maximum amount: EUR 250.000
- Lot (2) and (3)
- minimum amount: EUR 150.000
- maximum amount: EUR 300.000
Eligibility Criteria
In order to be eligible for a grant, the lead applicant must:
- Specific Lot (1):
- be a legal person
- be non-profit-making
- be specific types of organisation such as: local CSOs having experience and/or interest in economic governance and public finance, policy formulation, implementation, monitoring and analysis
- be established in a Member State of the European Union or in the Republic of Moldova
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- Specific Lot (2):
- be a legal person, natural person and entity without legal personality
- be non-profit-making
- be specific types of organisation such as: local authorities, public bodies, international organisations, NGOs
- be an international (inter-governmental), organisation
- be established in a Member State of the European Union or in the Republic of Moldova
- to be registered by a competent national authority in the Republic of Moldova
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- Specific Lot (3):
- be a legal person
- be non-profit-making
- be specific types of organisation such as: local/international CSOs and local authorities
- be established in a Member State of the European Union or in the Republic of Moldova
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application
