The German Development Institute (Deutsches Institut für Entwicklungspolitik—DIE) is currently undertaking a project financed by the German Ministry for Economic Development and Cooperation (BMZ) that seeks to identify long-term development dynamics and to inform development policy planning by encouraging reflection on what types of development cooperation reforms might be needed in order to adapt to the changing context in which development policy is carried out. The current phase of the research project has adopted a focus on future challenges for development cooperation related to the problem of state fragility, and seeks to add to the knowledge base that development policymakers can draw on in confronting development challenges in the fragile states on the African continent in particular.
This consultancy is designed to present an analysis of the country-level engagement of major emerging global development actors (such as Brazil, India, China or South Africa) in fragile settings in order to identify possibilities for strengthened partnerships between OECD donors and the so-called ‘new actors’.
Key Questions
To offer a basic orienting structure, the paper can contain the following components:
1. A general introduction that embeds paper’s analysis in the discussion on the role of emerging powers in development cooperation and frames the importance of the research focus for African governments and the OECD donor community.
2. A section that briefly reviews existing work on emerging power engagement in Africa, with particular reference to the engagement of emerging powers in fragile states.
3. A section that addresses the case selection, both with respect to the particular country (or countries) studied and the emerging actors whose engagement is placed in the spotlight.
4. An overview of the engagement of the major emerging economies studied in the country (or countries).
5. A discussion of the observed impact of the engagement of emerging economies on the political economy of development within the country studied in recent years.
6. Building on the mapping of new actor engagement in the country case(s), a final analytical section should discuss what opportunities exist for strengthened cooperation between emerging economies and OECD donors in support of development goals and what challenges still need to be overcome in promoting greater complementary action.
The total funding available for this call is 12.000€. This funding may be used to support multiple country studies, which can either be completed by authors working at the same institution, or authors working at different institutions. In the event that the country cases are prepared by authors working at different institutions, coordination among the authors to ensure consistency across the studies is desirable. Remuneration for this study will be determined by the qualifications of the researcher. A budget for the study should be included with this proposal.
