The National Council on Sustainable Development (NCSD) is accepting proposals supporting entity for all aspects of sustainable development, including climate change. The General Secretariat for Sustainable Development (GSSD), and the Climate Change Department, is managing grant facilities with support from the Cambodia Climate Change Alliance (CCCA), to provide resources for climate change capacity development and implementation at national and local level.
Non-governmental organizations (local and international based in Cambodia) can apply for these grants.
Grant Size & Duration
- The maximum duration for a grant under this facility is three years.
- The maximum grant allocation under this window is USD 100,000
Focus Areas
Focus areas for this call for proposals are:
Adaptation: which include
- Climate resilience of food production systems for increased food security;
- Policy relevant health risk assessment from short and medium term climate variability and the effects of gradual climate change (with a focus on vulnerable groups exposed to multiple hazards);
- Understanding the role of social protection and early warning schemes in reducing vulnerability to climate variability and change (including analysis of the gender dimension);
- Developing bottom up, participatory approaches to community/ecosystem based adaptation;
- Developing methodologies for assessing adaptation technologies and the costing of adaptation measures for local level planning;
- Quantifying ecosystem services – methodological contributions to the establishment of natural resource accounting systems in the context of climate change.
Greenhouse Gas (GHG) Mitigation and Inventory: which include
- Research & Development of low-cost, low carbon, appropriate technologies for energy, industry and waste management (including policy and market frameworks);
- Decoupling development from carbon – reducing uncertainties in estimating national emissions and removals of greenhouse gases from key emitting sectors (including energy, agriculture, land use, land use change and forestry, waste management) and assessing and testing scalable cost-effective mitigation options to enhance energy security
- Improving activity data and emission factors for the key sources of National Inventory
Adaptation/GHG Mitigation: which include
- Understanding the role of land use planning in climate change adaptation and mitigation responses.
- Understanding urban resilience – technical and policy recommendations for low carbon urban resilient development (including governance, management, planning and design dimensions).
Eligibility Criteria
Applicants can be:
- Government ministries or agencies with an approved Climate Change Action Plan (CCAP), or their departments/institutes;
- Non-governmental organizations (local and international based in Cambodia);
- Universities and research centers (based in Cambodia).
