The Joint United Nations Program on AIDS (UNAIDS) Evaluation and Economic Division invites bids and proposals from individual or NGOs, public institutions or companies operating in the field of development and health economics. The selected entity will assist UNAIDS with analysis and technical support in the area of sustainable HIV financing framework and its application for selected countries in the Asia and the Pacific region.
The outputs/deliverables should be
- Paper of 15-20 pages on sustainable HIV financing framework within a wider health sector financing context, including a thorough analysis of HIV financing through UHC with its opportunities and challenges.
- A study of long term HIV financing issues, opportunities and challenges in the ASEAN and SAARC countries of the Asia and the Pacific region, including detailed funding gaps analysis and policy recommendations supported by country analyses and practices (7 countries of the ASEAN excluding Brunei and Singapore and 4 countries of the SAARC including India, Pakistan, Bangladesh and Nepal).

Eligibility Criteria
- Bidders must be individual or NGO, public institution or company operating in the field of development and health economics, with proven expertise in both quantitative and qualitative aspects of economics and financing of HIV.
- Bidding entities must have previous work with UNAIDS or other international institution operating in the field of AIDS, health and development, and proven experience in economics and sustainable financing of development, health and HIV programs.
- Applicants must have access to equipment and connectivity to maintain continuous electronic communications during the period of the contract.
- Proposal must assure the involvement of at least one staff at very senior level with a minimum of 15 years of experience in international health and developmental economics and at least 10 years of experience in AIDS economics.
- Two or more entities may form a consortium and submit a joint proposal offering to jointly undertake the work. Such a proposal must be submitted in the name of one member of the consortium as ‘lead organization’.
