The United States Agency for International Development (USAID) in Nepal has issued a Request for Applications for NGOs in the country as well as for international organizations under its “Combating Trafficking in Persons” (CTIP). An estimated amount of US $6,800,000.00 has been allocated for this program.
“The overall goal of the proposed program is to reduce the incidence of trafficking in persons (TIP) and to protect the rights of TIP survivors in Nepal. The proposed program seeks to build on the experiences and successes of past and current efforts to combat TIP in Nepal, including those of civil society, the Government of Nepal (GON) and programs previously supported by the United States Government (USG). The program should reflect the changing dimensions of TIP in Nepal and support greater collaboration of civil society organizations (CSO) and the GON in their efforts to establish Standard Operating Procedures (SOP) in the anti-trafficking work sector.”
“This Program aims to reduce TIP in Nepal by providing support and protection for victims of trafficking and those at risk of being trafficked; improving the ability of the judicial system and law enforcement agencies to appropriately prosecute trafficking cases; and increasing public awareness of TIP and safe migration practices to prevent future cases of TIP. Activities can be defined within separate components, but activities in the components may be interconnected and require coordination for full and effective coverage.
The Recipient is expected to encourage linkages with relevant programs funded by the GON and other donors, and collaborate with NGOs that are actively involved with addressing TIP in Nepal. This may include building on NGOs’ existing efforts with shelters, safehouses, vigilance cells, anti-trafficking networks, mobilization of paralegal groups in the communities, safe migration services, and legal education within public awareness campaigns. The program includes an option of subgrants to Nepali NGOs that are actively working in the sector.
In all components in this project, the Recipient is responsible for ensuring the high quality of training and other capacity building interventions that are implemented by subgrantees. In the prosecution component of the project, the Recipient is strongly encouraged to be directly involved in implementing training where the participants are members of court staff, judges and prosecutors, and law enforcement/security personnel.
This program will provide direct technical assistance to the Ministry of Women, Children and Social Welfare (MWCSW). The Recipient is expected to work directly with the MWCSW to strengthen the Ministry’s role in networking and in establishing common standards for the sector, and to guide the Ministry in planning for resource development. The program will also encourage good communication and cooperation with the GON through sharing information and looking for opportunities to cooperate with all relevant Ministries.”
