The United States Agency for International Development (USAID) has launched a request for proposals from eligible institutions for its “Victims of Torture Treatment Program” through a Cooperative Agreement. The activities should build the capacity of foreign treatment centers and other governmental or non governmental entities to treat and heal individuals affected by torture.
“The goal of this program is primarily to build the capacity of individuals and organizations to help treat and restore the functioning of those affected by torture by strengthening foreign torture treatment centers in organizational viability and the delivery of services. The specific categories of assistance targeted under this program are
(1) treatment and healing,
(2) organizational development, and
(3) monitoring and evaluation.
It is anticipated that the bulk of capacity building should be in treatment and healing, with attention given to building organizational strength to ensure sustainability of services, and monitoring and evaluation to measure effectiveness of treatment services provided by centers.
Qualified applicants may be U.S. private voluntary organizations (U.S. PVOs) and/or U.S. or non-U.S. Non-governmental organizations (NGOs), private, non-profit organizations (or for-profit companies willing to forego profits), including universities, research organizations, professional associations, and relevant special interest associations. Faith-based and community organizations are also eligible for award. In support of the Agency’s interest in fostering a larger assistance base and expanding the number and sustainability of development partners, USAID encourages applications from potential new partners.
