1. EXECUTIVE SUMMARY
The Oriental region of Morocco is world renowned for its olives, figs, citrus, and meat. Yet water scarcity presents a serious constraint to development of the sector and the realization of the nation’s export aspirations. Only 15 percent of the total agricultural area is irrigated, and just over half of those are large-scale irrigation systems. The importance of agriculture to the Moroccan economy as a whole is reflected in the ambitious Plan Vert Maroc, which seeks to strengthen agriculture’s role as a motor for economic development and rural poverty alleviation. In mountainous northwestern Oriental, remote villages continue to use traditional irrigation for subsistence-oriented agriculture. Harnessing the region’s agricultural potential rests on sound water management at all levels, from large-scale industrial operations to rural smallholders.
The <Organization Name> (ORG), committed to the development of this region for nearly a century, proposes to improve incomes through participatory watershed management and water-efficient, market oriented agricultural development in water-scarce areas of Berkane, Taourirt, and Figuigprovinces. We seek to support the Moroccan government’s development of the Oriental Region through promotion of water-saving technologies and techniques and to direct rural populations toward more productive yet environmentally sustainable crops. To achieve this goal, CWMAD will introduce Community-based Watershed Management practices, introduce proven technologies, and promote the sustainable growth of agriculture through market-oriented agricultural value chain development.
Innovation is one of the hallmarks of the CWMAD project; our expert staff incorporate cutting-edge scientific knowledge with proven techniques and local wisdom, resulting in new, locally adapted solutions to an age-old problem. And while short-term successes will be nurtured and celebrated, the project design is primarily focused on sustainability – established through community mobilization, training, and economic development.
ORG brings decades of experience in Morocco, a firm grasp of local and national priorities, and respect for the area’s knowledge, culture, and traditions. ORG’s long-term collaborations with national and local governments and urban and rural communities are critical to our success; they underpin an extensive knowledge of how to work within national and regional bureaucratic and cultural contexts. In our home office in Syracuse, New York, ORG has recently entered into a strategic affiliation with Syracuse University to bring the talent and creative energy of the university community to bear on the problems of vulnerable communities in the Middle East and Africa.
CMWAD team members are among ORG’s most talented, long-term associates. Project Director Mr. <Name>has been an integral part of ORG’s achievements in the country since 1994. His relationships with community leaders and government officials have had a huge impact on policy and strategies to mobilize communities, support women’s empowerment, and develop local economies. Mr. <Name> and Agricultural Specialist Driss Slassi Mountabir lead a team of seasoned field agents provided by our CMWAD partners Oujda-based Association Marocaine pour l’Action et Développement (LNGO1) and Figuigbased Association de Coopératives Agricole de Figuig (LNGO2).
Through project activities, 2,500 farmers in 25 rural villages will understand and apply improved water management practices. Women, youth, and other vulnerable groups will receive focused attention so that 1,250 of the poorest households realize increased income. In the two and half years of CWMAD, the real success of the program will be measured in the ability of the local populations to apply improved water management practices that have a positive, long-term impact on the agriculture sector.
