The aim of project Street Children Arts Program is creating a bonding and trust with the street children and youth, rescuing, rehabilitating training them through the use of art activities, and later repatriating them back to their families and society through partnerships.

The services and the programs offered at the rescue centre will be in extension of the revolving art’s first phase activities that were began in xxxxx with the aim of creating a bonding and trust with the street children, rescuing, rehabilitating training them through the use of art activities, and later repatriating them back to their families and society through partnerships.
The rescue centre through XXXXXXX will use the services of different facilitators and volunteers to meet the different needs of the street children, youths and street families. The facilitators and volunteers will work to provide services and expertise in the following areas; social work, counseling psychologists, arts trainers, team building; games sports trainers, kitchen department and logistics, matrons and patrons, finance officer and fund-raising officer, office administrator and communication officer. This team will help in effective running of the activities at the rescuecentre.
Introduction
XXXXXXXC.B. O is located in the Northern Region of the expansive Rift Valley in Trans Nzoia County. It was established in xxxxxx byXXX and XXX under the patronage of XXX. XXXXXXX was established with a vision of using art as a tool for community empowerment.
It established its first pillar in xxxxxxx; UTI band which facilitates professional music training of its members who participate in providing entertainment create income. The services are through renting band, public address systems and events planning.
The organization later established its second pillar; UTI School of Music in xxxxxx which gives professional training in musicianship; voice training, training of music instruments and the disciplines of music recording, production and artist management both for individual and choir/group. During its work XXXXXXX faced a challenge of human resource especially in the band and the other pillars of art training like dance, film and theatre, the school of music and arts and crafts which were arms set for establishment. With this quest XXXXXXX sought out to find a people who it could train and empower who would not only serve in the organization but will also find other opportunities in the area of art human resourcedistribution.
XXXXXXX identified a group who were the street children and youths who were readily available and did not have capacity to be independent. XXXXXXX started on an expensive journey to equip the children; but due to the dynamics of the needs of the street children the program had to go beyond providing the arts training to meeting other basic needs of the children and youths that will promote their wellbeing wholesomely and yet meet the target of the organization.
The Yima Pillar was officially established in xxxxxxxxxx with a four phased program that will not only empower the target group economically but will also see the child achieve the social goal of life like access to rescue and rehabilitation services, health care, basic education, arts training and vocational trainings.

XXXXXXX is a microcosm of Kenya; it is multicultural and it incorporates all tribes. The organization is relatively young, having been established in January 2016. During the past two years our emphasis has been on establishing structures, departments and programs. It’s within our five-year strategic plan to fully establish the necessary infrastructure and strengthen the organs of service delivery especially in the current programs. Efforts are being put in place under the plan period to promote self-reliance and financial self-sustainability, not only for this particular project but within units of XXXXXXX and through partnership with other organizations.
The street children program has been established and is being implemented to redeem, rescue, rehabilitate and reintegrate street children, youths and families back to their families and society through capacity building and partnerships.

The preliminary activities during the first phase are tailored in a way that programs run twice in a week. Therefore, the program has only four people working on a full-time basis.

Problem Statement and Justification
XXXXXXX has for one year been carrying out the Street children program dubbed ‘Empowering street children and youths through arts, literacy and vocational training program.’ Since its inception in xxxxxx, the program has been able to directly impact the lives of over 250 street children and youths drawn from within Trans Nzoia County and from different parts of the country.
The program interacts with children both at the centre and in the streets through activities like provision of basic needs; Food, healthcare services through partnership with Elimlim clinic, clothing, shoes in partnership with red cross society Trans Nzoia Chapter, hygiene and life skills lesson and team building through games.
The goal of the first phase of the program has been to create a strong trust and a growing relationship with the child which is a prerequisite to successfully implementing the consequent phases of rescue, rehabilitation and reintegration. The program is well acquainted with 90% of the street children and youths in Trans Nzoia County. The program has been able to identify different talents, gifts and abilities in the children and youths.]
Data has been collected during this period that outlines the fundamental basic information of the children; name, age, class, the name of their last school, home location, status and name of guardians or parents, reasons why they are in the streets, siblings by name age and class, area of interest in terms of talent and gifts or passion.
This project is facing a risk of loss of children, for reasons that after the sessions the children go back to the streets where they fall back to the unhealthy routines and activities. XXXXXXXat the moment does not have infrastructural capacity or a temporal rescue centre to hold children as they prepare them for transition and reintegration.
It’s for this reason that XXXXXXXis writing to propose partnership with the Trans Nzoia County Government; to access and put to use the equipped Bahati Rescue Centre with the aim of temporal street child placement, putting the children in a wellness program of counseling, arts training and therapy, medical scanning, team building activities, games, as we prepare them for the repatriation and reintegration of the street children.

There is only one clientele for this program; the street children. This clientele is important and essential to the components of the program. It expected that significant transition will take place during the execution of the program
Methods
The primary method of achieving the goals and objectives of the program will be:
- To ensure that the right working team is put in place and the laid down structures and working procedures are dully followed.
- To ensure the children are rescued and placed in a residential rescue centre for wellness programs
- To provide an environment for the street children to regain healthy relationships habits, manage conflict, share positive communication and regain their mental, spiritual and physical well being after being exposed to traumatic life conditions
- The engagement of the community through resource mobilization for sustainable continuity of the interventions

Program Manager

Will include two counselors and four social workers
Hygiene
The program will have 5 matrons and 5patrons who will be the care givers and ensure that the program schedule is implemented. This will fall within the ratio of 1:20.
Finance officer
- In charge of development and update of unit costs for both program and office costs. Give guidance to the team under him/her in capturing budgets into the financial management system under the relevant programs
- Provides leadership in conducting due diligence on new partners/sub-grantees as well as ensuring a seamless sub-granting process and subsequent accounting of the sub-grantee whilst adhering to all sub-grantee standard operating procedures
- Conduct monthly budget monitoring and advise the unit leads appropriately
- Lead the management in reviewing sub-grants budgets and contracts in liaison with the unit leads/Project Managers per unit
- Lead the management team in reviewing all submitted sub-grantee accounting by partners and sub-grantees
Social workers
- Conduct home visit for potential children to be admitted into the rescue centre. Receive and record information from partners bringing in children for admission. Collect, prepare and record all children’s information, file and kept in a safe place.
- Work closely with the community and government children’s department office to ensure children’s registration and any legal matters are complied with at the centre
- Ensure that children are informed and prepared ahead of time for school and other activities in liaison with the patrons
- Plan extra curriculum activities for children, especially during weekends and school holidays in conjunction with the mothers and the matron.
- Receive children’s report from patrons and matrons forwarding to the coordinator with recommendations.
- Keep children’s progress record from the day of admission to current, take pictures and keep track of new development of each child.
- Write each child’s report every four months and forward them to the coordinator/program manager.
- Receive and direct visitors to the rescue centre appropriately.
- Any other duties that may be assigned by the coordinator
Kitchen department- head cook
- Will be in charge of store logistics food preparation
- Preparation and cooking of all meals as laid out on the menu. Preparation and setting of fruits.
- Serving the meals into serving dishes.
- Cleaning and safe keeping of all utensils and equipment in the kitchen.
- Keeping a record of all kitchen utensils and equipment.
- Maintaining cleanliness and general safety precautions in the kitchen.
- Ensure appropriate handling of food remnants in accordance with prescribed system. As children grow allow them to learn/help with doing assigned jobs in the kitchen.
- Any other work as maybe assigned by the coordinator.
Monitoring and Evaluation
The project evaluation will be the responsibility of the program manager and it will consist of two different evaluative strategies- formative and summative
Formative evaluation- primarily qualitative in nature, the formative evaluation will be conducted through interviews and open-ended questionnaires. The volunteers, social workers and residents will be asked about the day today operation of the centre and other questions to provide feedback for the ongoing improvement of the program. The program manager will meet regularly with program staff to share findings from the formative evaluation effort.
Periodic reports will be prepared that identify the major findings of the formative evaluation and how they have been used to improve program operation
Summative Evaluation- primarily quantitative in nature, the summative evaluation will begin with the establishment of baseline data at the beginning of the program. Data for the summative evaluation will focus on the below;
- The number of the children being rescued to the rescue centre
- The number of children reintegrated successfully and families being supported by the program the records of defaulters
- Documentation of agendas attendance rosters from all training programs
- A yearly report will be issued that presents the formative and summative findings
