EXECUTIVE SUMMARY
XXXXXXXXX organization is a newly establishing charitable organization which is aimed to support female homeless and orphan vulnerable children on the streets of Addis Ababa. At the starting of its practical implementation of activities, this project holder has planned to provide support and protection for 500 females who are aged from 15 to 35which is going to be practiced based on phase by phase in accordance with the project’s plan.
Female homeless people are deprived from formal education and are endangered with a number of psychosocial problems that forces them in to they don’t deserve in their life time, this project proposal is mainly aimed to mobilize financial resource and stakeholders for the implementation of activities that helps these street homeless people get what they deserve and re-join with their society as a productive citizen. Furthermore, in the in its inside parts this paper has explanations about the problems these street homelessness people are facing and the ways that this project can help them get formal education and sustain their life status as well as supporting themselves in their future life ways.

BACKGROUND
Homeless describes the conditions of people without a regular and insecure dwelling at every type of economies in the world particularly in urban areas. Homeless people who unable to get and maintain regular, safe and sound houses, or lack of fixed usual and adequate night time residence.
Homelessness problem is most often caused by multiple and interrelated individual structural depreciation
According to the labour and social affairs ministry and Central statistical agency study in Ethiopia there is more than half of a million people lives without shelter, more than 200,000 street homeless people lives in the capital city of Ethiopia call Addis Ababa. But it only includes young women and children.
The number of homeless girls and women in Ethiopia is growing and the government does not have a plan to address the issues of youth homelessness. In all stages of homelessness simultaneous action by the government, nongovernment organizations, and homeless individuals are important to address the problem through identifying local resources to meet the needs of the homeless youth (Baynesagn, 2006). The project that the ethnographic methods used in this study would give the homeless females an opportunity to identify their needs and resources to address their homelessness. In addition, the lived experience of homeless street females may lead to traumatic events each day as these females attempt to survive. While living on the street’s females are vulnerable to sexual exploitation including rape and prostitution, as well as physical and emotional violence. While youth homelessness has been studied extensively, the plight of young females who are now adults requires a closer analysis.
XXXXXXXXX organization is established in 2011 E.C / August 2019 having objectives of helping female homeless street with supporting psychologically, financially, academically, socially related to the society in Addis Ababa. It is known that there is unlimited number of street homeless lives in Addis Ababa the number is contradicted abroad researcher and labour and social affairs ministry and central statistical strategy agency, but labour and social affairs ministry said that over 200,000 female street homeless and children including orphans lives in Addis Ababa.
PROBLEM ANAYLSIS
There are several thousand youth who are homeless sleeping on the streets of Addis Ababa, and girls constitute a significant number of homeless individuals (Tadesse Mengistu, 1996).
The project proposed to explore the role that Care giving relationships, social support, coping strategies, gender and stigma, cultural beliefs and practices play in how the homeless street females manage their lives. In order to achieve the goal of this study a small number of homeless street females were selected to share in-depth accounts of their life experiences as homeless youth.
Street homeless in Ethiopia is unlimited migration because of political issue, economical problem, social interaction, unemployed, ministry of education problem, policies and strategy are no equilibrium in Ethiopia context, creation of ethnic group, religious leader’s management problem, unbalance birth, early marriage.
The above primarily causes are to migrate to towns and city even if out of the country migration, for example political issue is concerns on the government never says about street homeless and does not give a coverage in media, government is one of cause to create a conflict he creates or separating by religion, region, language and etc. The other unemployed that is the main problem regarding to economical declaration, youths become hopeless if not get the job and they become to the street and they become abused. Most of the problems are the government because of the creation of ethnic groups are the cause of migration the result of migration is comes to the street homeless especially young is sensitive to street because they are near to drug addiction. They become to adapt addiction such as chat, cigarette, hashish…etc.
XXXXX to solve the problem of those addiction youth to return a normal and refresh there mind , giving a psychological training, goes with them , eat with them, play with them, so they adapt us, by these activities the project become inclined to economical over view, means the project emphasis how youth street homeless people come to income generate and the project answer the question .By providing vocational training with the help of government, creating a work opportunity to them , create skilled man.
RATIONALE
As the purpose of establishment of non-governmental charitable organizations like ours is to address social problems that the government couldn’t solve, our organization’s General goal is to provide holistic support, help them socially integrate female street homeless and help them achieve their dream just in the same way as those of their peer groups.
GENERAL OBJECTIVE
To protect and empower female street homeless people and vulnerable young males psychologically, economically, and socially create skilled man power, to help them be self-supporting and active and productive citizens for their nation.
SPECIFIC OBJECTIVE

- Identify female street homeless and vulnerable male’s street homeless people with the age range of 15 to 35
- To provide psychological training to 500 selected beneficiaries, provide shelter giving priority to street homeless young female.
- Provide and support street homeless, especially female street homeless economic, and social integration trainings.
- Identify the field of vocational training interests of the street homeless female and vulnerable young male’s street homeless can generate their own Income.
- Make communications with vocational training institutes and sign agreements.
- Creating the work opportunity to the trainee after training by make collaboration with government and non-government sector.
BENEFECARIES SELECTION CRITERIA
The beneficiaries of this project are going to be selected with the help of social affair biro workers of the lower government body (woreda) and sub cities. This going to be easy for the project’s activities implementation because biros of social affairs and women and children affairs biros of woredas have full data on who is who and can provide the necessary information on the selection criteria.
In addition to the above point our organization has its own questionnaires to be filled by our social workers making face to face interview with the targeted children. The format is having ranked responses by which the one who scored the highest is going to join the program and the other aspects that are going to be considered are: –

The age boundary of this project is from 15 to 35.
Target group (beneficiaries)
The target group primarily include below: –

- Female street homeless people will be given priority
Those who are pregnant and elder female street living ones will be given emphasis
from the above listed beneficiaries or target group we can categorized under 2 types
Direct beneficiaries; are direct beneficiaries from the project economically and academically, the first will emphasis female street homeless and the second is street homeless people will directly beneficiary.
Indirect beneficiaries; beneficiaries are elder females and families of direct beneficiaries.
PROJECT DURATION
This project is planned to be implemented and brings about the intended result of changing the life of these children and their family members in three (3) years. In the 1st year screen out and selection, psychological and attitudinal change, memorandum understanding signing, program preparation to beneficiaries, short term training in different fields based on their interest and other related activities are going to be rendered. And in the next years more activities are going to be implemented just in accordance with the time line plan of the project.
In addition in these years, researches on how street homeless people can support themselves and their family members will be done and further proposals will be developed in order to solve problems that can trigger children to get out of their homes and on related issues and also be advocated to the concerned bodies on the conditions and the issues identifies to let them participate on the solution including both government and non-government stakeholders and assigning the way how they are involving street homeless people.

- Watching out socio economic assessment and identify the vulnerable homeless and prioritized their needs and problems.

- Create a market chain to income generate from festivals, bazaar, whole seller communication and retailers.
- Skill training for beneficiaries for instance barberry will take 150 trainees within4 months
- Leather and leather product training for 50 trainers will participate a training to the 2nd phase for 3 months
- Mobile maintenances 50 beneficiaries take a training for 4 months
- Preparation of agro products (milk processing, egg, meat packaging and exporting) 50 beneficiaries will take for 1 month
- The remaining beneficiaries will widely take a training on income generation in short term , creating an open business minded, selling and buying activities , easy with few capital more and get more income generate.

- Adjust and organize workshops on the problem of street homeless people for government bodies and civil society organizations.
- Communicate and work with labour and social affairs bureau, women and children affairs to take practical action and implement it.
- Prepare and finalize documentary film on street homeless people.
PROJECT DESCRIPTION
This project is aimed to help street homeless and older children on streets of Addis Ababa with provision of the necessary trainings and financial support to make them able to sustain themselves and be productive citizens for their country. In Addition, it is also aimed to help the parents of these children, especially as the more concern is going to be given for young female street homeless from age of 15 to 35, the parents of these street homeless are also going to be considered as an indirect beneficiary to help the children be resilient to different socio-economic problems and challenges.
Project management and organization the implementation of activities of the project will be under close observation of the managing board members and the project manager is responsible for the activity’s timely implementation. And as the organization has its own 15 general assembly members within the assembly having its own assembler, deputy and secretary, general assembly is a high level of possession and have the ability to guide and on expanding the charity works, also have the right to control all over the organization movement. the project will have its own employees which are G/manager, assistant Manager, project manager, auditor, accountant, secretary, IT expert, psychologist, surveyor, driver, consultancy, cleaner etc will included.
The internal management will be responsible for the charity activities, together with stakeholders, conceptualize to the society about street homeless people and others will do more in this project.
STAKEHOLDER AND BENEFICIARIES
Beneficiaries in the project are female street homeless group especially female street homeless people who are direct beneficiaries and indirect beneficiaries are the parents and close community members to the young females and males. Primary stakeholder
Founders of the project and Donors are the primary stakeholders and these stakeholders have their own direct contribution to the project that are affecting the internal and the external challenges in positive side view, like promoting the organization, fund raising to the project, controlling and monitoring work, evaluating the whole activities. And over view the on-going of the project.
SECOND STAKEHOLDER
Secondary stakeholders are stakeholders are persons, groups, institutions, government bodies, that look over all activities and have a duty as a citizen. Secondary stakeholders are nongovernmental and governmental bodies which are namely listed as: –

PROJECT IMPLEMENTATION
Project implementation or project execution is the phase where visions and plans become reality.
This is the logical conclusion, after evaluating, deciding, visioning, and planning applying for funding and finding the financial resource of a project. It is time to start working in a given period of time of the plan of the project. It is time where project works that the organization planned to the future and starting real work. In these charities there is different types of works, such as selecting poorer and more voluntary street homeless to go forward, advising by a psychiatrist for a few days before inters to training, give training in different fields based on their interest in different vocational training institutions with the helping of governmental bodies. Finding a shelter to these street homeless people, assess these people economical background, social interaction, adapting and announcing the work environment and train how they are perfectly best worker.
In implementation there is budget constraint in these organization, now a day the two founders contributing to forwarding start up work activities, next will get fund out of the country 90% and in the country 10%, this fund will start after the project proposal finished. The project is following by general assembly and the two founders. The two founders are participating in a different way for example giving clothes, maintaining the elder people shelters, sometimes feeding lunch and advising female street homeless people. So, every activity such as evaluate and control is by those two founders.
RISKS AND ASSUMPTION
Risks
Lack of permanent address of the street homeless, long bureaucratic hassle to get a shelter for the street children from the government bodies can be regarded as the risks for the implementation of the activities of the project.
Assumptions
As the objectives of the project are mainly aimed to help and sustain Orphan vulnerable street homeless, highly vulnerable females and specifically female street children. So for the implementation of the activities of the project, the government and the private sector is expected to be supportive in financial and in material resources.

- Based on the above table to four (4) years will be increase office rent price, when we predict per month in minimum cost 30,000 birr/month and per year will 360,000 birr or 1034.5 USD/month and XXXXX USD/year to the 2nd
- To the 3rd year the office rent price will 35,000 birr/month and 420,000birr/year or 1206.9/moth USD and XXXX USD/year.
- To the 4th year office price will repeat the 3rd year means 35,000birr/month and 420,000birr/year or 1206.9USD/month or 14482.8 USD/year.
- To the 5th year office price will 40,000birr/month and 480,000birr/year or 1379 USD/moth and XXXX USD/year.

MONITORING AND EVALUATION
Monitoring and evaluation is a process that helps improve performance and achieve results. Its goal is to improve current and future management of outputs, outcomes and impact. it will provide evidence of why targets and outcomes are or are not being achieved and addresses issues of causality. Monitoring and evaluation helps those involved with any type of projects to assess if progress desired is being achieved.
Monitoring and evaluation there is minutes regarding to looking the overall activities, objectives of the charity, names of the organization, voting the general assembly director, vise director and secretary. A meeting has three parts

SUSTAINABILITY
During the implementation period different capacity buildings are rendered to project staffs, volunteers and partners in order to enable the target groups and government stakeholders take care of the whole responsibility with minimum external assistance.
In addition to foster the sustainability of the project ‘s achievements, XXXXXXXXX organization will emphasize elements of empowerment, responsiveness and accountability from the projects’ inception and a partnership that is diversified, open in line with women local empowerment and ownership
Whilst beneficiaries, communities and woreda governments are the primary stakeholders, the project seeks to actively engage a wider group of actors. These have been identified as: civil society organizations; the donor community, Faith Based Organizations, Community Based Organizations, government bodies and groups which increase their knowledge of and involvement with the project and finally become agents in scaling up the program. This will be realized with the close and collaborative work with the existing local government officials and the nearby woredas.
Project models developed and lessons learned will be disseminated to other relevant woreda stakeholders through publications and workshops, which will also serve as forums for exchanges of experience on similar projects
The existing local community structures play a pivotal role in local resource mobilization. Especially apart from donor; the organization will intensively utilize existing XXXXXX through monthly contribution of XXXXXXXXX members. This will be realized first reaching agreement with XXXXXXXXXs to work together and establishing some form of individual XXXXXXXXX members’ contribution mechanisms for common objective of supporting older people while they are alive. In addition, the organization will intensively solicit support from well to do and philanthropic individuals in the community to provide care and support for poor elders with food, clothing and shelter.
XXXXXXXXX will also actively mobilize recycling of used materials like collection of plastics, bottles, metals, woods which will be sold and become an income for project activities. The organization will also organize different bazaars and solicit support from different national and foreign individuals.
The economic empowerment component of the project is also designed to make beneficiary elders self-reliant and independent citizens. The acquired skills, enhanced confidence and self-esteem mitigates against beggar and dependency.
