ABC foundation is a forum of professionals, students and social activists from various universities and institutions. Established in the year 2005 we are trying to create a society that respects and provides equal rights to all its members. Our dream is to see each and every member of the society to have access to quality education, a healthy life and a society free of exploitation and violence. The mission of ABC foundation is to empower people by equipping them with knowledge, so that they can improve their socio-economic status and participate meaningfully in the development of society.
Current Programme Focus: ABC foundation is currently engaged in projects that focus on rights of women and the rights of the LGBT community in Uganda. The organization currently runs two centers in Uganda to help underprivileged women and also support their children. ABC foundation also runs a Resource Centre for single windows for their social welfare and supports them in accessing their rights. We also provide awareness sessions on women rights, LGBTQ rights and also provide counselling support to women and LGBT people who have been assaulted or abandoned by their families.
Project Background
LGBT stands for lesbian, gay, bisexual, and transgender and it emphasizes a diversity of sexuality and gender identity-based cultures. It is used to refer to anyone who is non-heterosexual or non-cisgender instead of exclusively to people who are lesbian, gay, bisexual, or transgender. To recognize this inclusion, a popular variant adds the letter Q for those who identify as queer and/or are questioning their sexual identity as LGBTQ.
Lesbian, Gay, Bisexual, Transgender and Queer (LGBTQ) people of all ages, religion and regions suffer from violations of their human rights in way or the other. LGBTQ people experience intolerance, discrimination, harassment and bullying, physical and emotional abuse. Though sexual orientation and gender identity are integral to a person’s dignity, there exists discrimination and abuse basis the sexual orientation of a person across several countries. Several cases are reported that show that LGBTQ people are physically assaulted, kidnaped, raped and even murdered. Along with the abuse and physical assault, LGBT people also face discrimination at workplace, schools and colleges, housing and healthcare.
There are several reports that suggest that LGBT children and adolescents face bullying in school and do not receive parental support at home and may be thrown out of their homes by their parents. Some of the reasons that result in hatred towards homosexuality include:
- Homophobia
- Religious practices
- Political beliefs
- Cultural aspects
Homosexuality is illegal and punishable by fines, imprisonment, life imprisonment and even the death penalty in some countries. Over the years, several countries have made significant strides in human rights advocacy, however LGBT rights struggle to find universal acceptance even today. Despite the efforts of several international and national agencies that recognize LGBT as equals there is a long way for it to become a global reality where the LGBTQ people are considered equal and are mainstreamed.
Proposed Idea
Since there is a lack of LGBT rights awareness in Uganda and also the law is against homosexuality the project will work towards coordination of advocacy at national level, organize events, lobby government departments and make the LGBT community in Uganda aware about their human rights. LGBT people face major discrimination in Uganda, and this is actively encouraged by political and religious leaders. Violent and brutal attacks against LGBT people are very common, often performed by state officials. Households headed by same-sex couples are not eligible for the same legal protections available to opposite-sex couples.
Through the project we will undertake an in depth study of the discrimination that the LGBTQ people face in the areas of education, health, the elderly, judiciary, the police, housing and at the workplace.
The proposed project aims to address LGBTQ rights and sensitize the communities in Uganda about LGBTQ people and their rights. The project would develop advocacy initiatives and strengthen the LGBTQ movement in Uganda through coordination and sensitization. The proposed project is a comprehensive project to support the LGBTQ communities in Uganda and the following activities have been planned:
- Advocacy campaigns
- Enhancing capacities of LGBTQ communities
- Engaging with NGOs to conduct awareness campaigns
- Mobilizing the local communities
- Setting up of a resource center for awareness raising, counselling and offering safe places to the LGBTQ youth
- Organizing workshops for children and adolescents Organizing Pride Weeks
Objectives
- Sensitize the local population and youth about the problems associated with the LGBTQ Community in Uganda.
- Strengthen the advocacy capacity of community-based organizations that represent the LGBTQ communities in Uganda.
- Establish a resource center to provide resource material, counselling support and help in strengthening the LGBTQ movement in Uganda.
Activity Plan
Situation Analysis: To undertake situation analysis in the project site through a combination of secondary and primary research. The first and foremost step in the project will be to undertake a situation analysis in the project site. The primary purpose of conducting the situation analysis will be to get detailed information of the various problems that the LGBTQ community currently faces in Uganda. The following three activities will be undertaken as part of the situation analysis.
Secondary Research: Our research team shall undertake a detailed review of the existing situation of the LGBTQ people in the project site. We shall go through press releases, case studies and research papers that talk about LGBTQ communities.
Policy review: We shall be hiring a legal expert to help us conduct a detailed review of the various bills and acts related to homosexuality and rights of LGBTQ community.
Primary Research: Our project team shall also undertake primary research where they will be conducting interviews, FGDs and questionnaire surveys with identified stakeholders in the project site. Stakeholders that will be interviewed during the situation analysis will include:
- LGBTQ people
- Member
- School administration
- Teacherss and organizations working on LGBTQ rights
- NGOs and community based organizations
- Lawyers and advocates
- Local councils
- Health workers
- School and college students
The results of the assessment will help in fine tuning the project activities and focus on the site specific issues. Also the data collected during the initial study will serve as the baseline report which will be used for monitoring and evaluation work in the later stages of the project.
Consultations with LGBTQ organizations and members: ABC foundation will organize a series of consultation workshops with selected organizations that work on LGBTQ rights. These workshops will be organized to help us in formulating an advocacy campaign for LGBTQ rights in Uganda. During the consultations, we will be meeting various groups and organizations that work with LGBT communities and we will discuss with them the strategy for developing an efficient advocacy campaign. We will also be working on collecting case studies from these organizations that will be used for creating awareness and sensitization of the local youth and communities.
Mass Awareness Campaign: To make the communities aware the following awareness generation activities will be conducted.
Street Play: Street plays have been used for conveying messages to the masses for a very long time. These plays prove to be an effective way to convey the messages in a very impactful manner. ABC will be organizing street plays across various locations so as to reach the masses.
Display of relevant posters and hoardings: We shall be publishing messages and posters with requests to stop discrimination against the LGBTQ people at workplaces, hospitals and schools.
Miscellaneous awareness activities:
Radio or television talk-shows with LGBTQ leaders.
- Special newspaper supplements.
- Televised debates.
- Organizing LGBT pride march and other events
- Celebration of LGBT awareness week
School and College Awareness Campaign: Awareness related to LGBTQ in school children and colleges is important to bring about a positive change and to make the youth aware about sexuality and sexual orientation. This awareness can help to reduce the bullying and discrimination that LGBT youth faces. We will be initiating a series of online awareness campaigns for participating schools and colleges where we will discuss various aspects of sexual orientation and gender identity.
Organizing Workshops: To reduce incidents of hate and discrimination against LGBT people, we shall be conducting a series of workshops to reduce discrimination at workplace, health authorities, police department. There will be two different types of workshops that will be organized that will serve the following purpose:
Capacity building of organizations: During these workshops we will be providing training to the various organizations that work on issues related to LGBTQ issues and rights. Our experts will conduct these workshops and help these organizations to build their capacities to deal with various issues and problems that they face.
Reducing discrimination: These workshops will be organized in schools, offices, police departments, hospitals etc. to reduce cases of discrimination against LGBTQ community. It has been observed that LGBT members face a lot of discrimination at schools and colleges and we will be organizing workshops to reduce discrimination and bullying of LGBT youth.
Advocacy campaigning: Advocacy will be the most important aspect of the project as it will help in influencing the opinions and decisions of people and organizations regarding LGBTQ rights and reducing the discrimination that the community at large faces in Uganda. Advocacy will play an important role in creating and changing the policies, rules and regulations for acceptance of homosexuals and transgender within the community. For the advocacy campaigns we will be engaging with like-minded organizations and will conduct meetings with parliamentarians, politicians, senior government officials and public servants, private sector leaders and will take their help to influence policy makers in making necessary changes in existing policy and regulation.
We shall also involve journalists and the media, development agencies and large NGOs to make impactful changes in the discriminatory socio-cultural and regulatory frameworks.
Establishment of a resource center: To help the LGBTQ people we shall be establishing a resource center that will also serve as an educational and library for people who are interested to learn about the history and the global movement of the LGBTQ community. The center will cater to the following needs:
- Library and resource center
- Safe place for LGBT youth who are victims of abuse
- Awareness generation for general human rights and health rights for the LGBTQ people
- Build social and intellectual connections
- Promote diversity and support for the people
- Conducting educational and outreach programs
Brief evaluation plan
Monitoring and Evaluation tools are important for any project as they help in ensuring that the planned results are achieved. Regular feedback from identified the LGBTQ people and organizations will be done on a bi-monthly basis. Data will be collected by questioning the participants and noting down their comments and reactions. This will provide accurate information on how the project is operating and its success or failure on ground.
We will engage international LGBTQ leaders to evaluate the project and also to help us in refining the project activities as and when required. These consultations will be done through virtual meetings during which these leaders will assess the project against a criteria and evaluate how the project is delivering the various outputs.
