Awareness, education, preparedness, and warning systems can reduce the impacts of a natural disaster on communities. Project Background
This is a disaster risks reduction project and the main aim of the project is to reduce losses and damages of disasters through early warning, preparation and management and local resources utilisation and enhance gender equity in the community. Every year thousands of people become displaced due to river erosion and over flood, because, river erosion, tidal bore, tidal surges, over flood, tornado, cyclones etc. are very common phenomena and in rainy season, Indian water comes through the rivers xxxx and washes away the lands severely and seriously, which resulted high poverty and hundreds of people having have less and landless take shelters in different slums of the different town and pass a panic life. Due to waterlogged and coastal areas, people cannot get crops every year, because of excessive rainfall, over flood, water flow etc. and flood destroy most of the crops, which results high poverty and food in security in the waterlogged areas. Main professions of the people are agriculture, fishing, fish business, small trades, etc. Moreover, the waterlogged areas are so much backward, remote and hardship communicated that government and other facilities seldom reach there. Boat is main mean of communication and highly time consuming. The waterlogged areas are highly disaster prone. All these have made the lives of the waterlogged people tragic and painful and increasing landlessness and have less ness and people are taking shelters in different slums of towns and passing miserious lives. They are deprived from all civics facilities and rights. They are exploited, deprived and by passed from all development activities. People are illiterate, socially unconscious, and traditional. Social diseases like divorce, polygamy, separation, dowry, social barriers, religious superstitions, male domination, trafficking, violence, torturing, sexual abuses, social crimes etc. highly existed in the waterlogged areas. The people of waterlogged areas are suffering from malnutrition, food in security, economic problems, social problems etc. severely and the main victims are the hardcore poor people. The project areas are socially and economically backward and poor in public facilities and communication. It is highly vulnerable due to natural calamities namely cyclone, tidal surge, abnormal floods and river erosion. Consequently, thousands of lives including human being and cattle are lost occasionally. In addition, crops and domestic assets are also damaged. The sufferings of affected people for their mere survival after natural calamities know no bound. About 84% people of the area are living below the poverty level with insufficient income for satisfying their basic needs, e.g. food, shelter, clothing, education and medicate. There standard of living is very low which is characterized by low and uneven income, poor housing facilities, lack of education, safe drinking water, sanitation, and medicate facilities. Such prevailing situation is reflected in the high prevalence of infant & child mortality and mothers’ morbidity and mortality for instance.
Project Objective
- Broad objective:
- reduce disaster risk in project Upazillas through implementing disaster risk reduction program basing the WatSan activities.
- Specific Objective:
- To reduce disaster risks through arranging safe water by install deep tube wells, rainwater harvesting, PSF etc.
- To ensure hygienic sanitation facilities through installing eco-toilets.
- To make the staffs and beneficiaries capable to cope with the disasters.
- To aware the community people about the techniques of disaster risks reduction.
- To strengthen different village water resource management committees and form water resource management committees.
- To develop professional skills and involve in different livelihood options.

Project Activities
The following activities have been planned to implement considering to-achieve the set objectives and expected outputs:
Conducting Participatory Assessment:
The senior staffs will prepare participatory needs assessment formats considering the required information and provide orientation to the staffs and the staffs will conduct participatory assessment in the working villages. From the participatory assessment the actual stakeholders, problems, situation, needs etc. will be identified and enlisted for participating and including with the program.
Mass Awareness Raising on Disaster Preparedness and Management:
The staffs and the volunteers/group cadres will educate and aware the community people continuously and they will use different charts, flip charts, posters during motivation and awareness raising. Apart from these, through group meetings, arranging gatherings, and workshop-seminars, documentary film shows, folksongs and popular theatres on disaster preparedness and management etc. they will educate and motivate the community people, by which the community people will be aware and technical to save them from different disasters and cope boldly all kinds of disasters, which will reduce the risk and also losses and damages from disasters.
Staff capacity building training.
For capacity building of the staffs, volunteers and group cadres, different training courses will be arranged on disaster preparedness and management, so, they will be capable and they will provide training to the beneficiaries and make them capable to handle the disasters boldly and all the community people will be aware and technical to cope with the disasters and reduce risks, losses and damages from disasters. The training courses will be as follows:
- Staff training on Disaster Preparedness and Management (DP&M) with livelihood options for 5 days.
- Monthly staff coordination meetings.
- Training/ Meetings/ gatherings/ Workshop/ seminars on Disaster
Preparedness & Management.
For mass awareness raising, capacity building, information dissemination, and also involvement of different levels of people like elite, teachers, leaders, religious leaders, Union Parishad members, CBO personnel, NGO personnel etc. and Upazilla personnel, different seminars, workshops, sharing meetings and discussion meetings on disaster preparedness and management will be arranged as per plan and ensured the participation of the stakeholders, which will make them aware about the disaster preparedness and management and they will educate the community people, which will reduce disaster risks, losses and damages and it will also enhance the national disaster management policy and those are as follows:
- Health and hygienic motivation workshop for one day for 50 groups in 36 villages and each group will be included 25 persons.
- Orientation to beneficiaries on Eco-toilet/toilet management and use for one day for 8 groups in 36 villages and each group will be included 25 participants.
- Orientation to beneficiaries on use of safe water for one day for 50 groups in 36 villages and each group will be included 25 participants.
Community Volunteers and Group Cadre development.
A total of 300 community volunteers and 300 group cadres will be made capable through providing different training courses on disaster preparedness and management, by which they can educate and aware the community people thoroughly in their own villages.
IEC/BCC materials displaying and development.
For mass awareness raising, different IEC/BCC materials on disaster preparedness and management will be collected from related institutions and displayed in the working areas for mass awareness raising. The organisation will also develop different related IEC/BCC materials and displayed in the working areas, which will create mass awareness among the community people, and they could be able to take early preparation and save them from different disasters through capable coping with the disasters and reduce risk, losses, and damages.
Public Health Promotion and Awareness and Social Mobilization through CHVs (Community Health Volunteers):
The community health volunteers will be trained up and they will be utilized to aware and mobilize the community people. The CHVs will educate and aware the community people continuously and they will use different charts, flip charts, posters during motivation and awareness raising. Apart from these, through group meetings, arranging gatherings, and workshop-seminars, documentary film shows, folksongs and popular theatres on community health, xxxx, disaster preparedness and management etc. they will educate and motivate the community people and help them to mobilize, by which the community people will be aware and technical to save them from different disasters, health hazards and cope boldly all kinds of disasters, which will reduce the risk and also losses and damages from disasters. In this regard, the following items will be arranged:

- Organise health sessions in 36 villages with 5000 participants.
- Arrange awareness raising on health in 36 villages.
- Arrange and distribute sanitary and hygienic kit boxes among 500 families.

Disaster Risks Reduction Supports for beneficiaries:
IDO will provide disaster risks reduction supports to the beneficiaries earlier to reduction different disaster risks among the community people with the awareness raising and capacity building, which will improve the economic conditions, improve houses, improve safe water supply and sanitation facilities and those activities will be as follows:
- Sanitary Latrine installation household levels for 200 families in 36 villages, which will be above water levels to make safe from the water logging.
- Latrine repairing at household levels for 200 families in 36 villages, which will be upraised through earth raising above water levels to make safe from the water logging.
- Installation of sanitary latrines at institutions/community levels. A total of 25 latrines will be installed in 25 institutions and community places, which will be upraised and made above flood level or water levels, which will be used by the community people, students and also used during flood time.
- Eco-toilet installation at household levels for 50 families as demonstration, which will be followed by others and which will improve the total environmental conditions in the projected villages.
- Rain water harvesting system development at household levels and a total of 50 rain water harvesting systems will be developed as demonstrations in 39 villages, which will be followed by others and it will reduce the risks of arsenic in the project areas.
- Rain water harvesting system development at village/community levels and a total of 20 rain water harvesting systems will be developed as demonstrations at 20 villages, which will be followed by others and it will reduce the risks of arsenic in the project areas.
- Pond sand filter (PSF) will be dug at village/community level for ensuring the supply of surface water among the public. A total of 10 PSFs will be dug as demonstrations, which will be followed by others and it will reduce the risks of arsenic in the project areas.
Documentation and displaying.
Different workshop reports, seminar reports, meeting resolutions, gathering resolutions etc. and different reports like monitoring, evaluation, progress reports will be prepared and displayed among the different stakeholders and different official for information and action, so, the related stakeholders and people will be aware and they will help other community people to take early preparation, which will reduce disaster risks, losses and damages and also help the national policy making for disaster preparation and mitigation.
IEC materials development and displaying.
Different kinds of IEC (Information, Education and Communication)/BCC (Behaviour Change Communication) materials will be developed on different respects like disaster preparedness and management, Eco-toilets, PSF, sanitary latrines, rain water harvesting etc. and those materials will be displayed in important places of the villages and also the staffs will use those materials during motivation and education.
Boat installation for quick transportation.
In flood season, it is difficult to take shelter in high places and shelters due to flood water, so, under this project each village will be provided one boat, by which the poor people can take shelter in the shelter places and upraised places, which will save their losses and damages and also risks from disasters
Project Methodology
Bottom-up, non-directive and integrated development framework approach will be followed up to implement the project and ensured mainly peoples’ participation and resource mobilisation. The Executive Director will be held responsible for all round activities of the project implementation under the guidance and supervision of the Executive Committee and he in cooperation of the Project Coordinator and the Accountant will render the services for the project. The following steps will be undertaken for the project management:

- A Project Implementation Committee (PIC) will be formed with 7 members, who will be from different levels like UP Chairperson/Member, CBO personnel, NGO personnel, teacher, elite etc. to run and manage the project activities. Maximum members of the PIC will be taken from the beneficiaries.
- A Purchasing Committee will be formed with 3 members and one member will be taken from the elite to purchase the project equipment and materials as required through following organisational purchasing policy.
- Necessary project staffs (as mentioned in the project provision) will be selected and appointed according to the recruitment policy of the organisation and then will be oriented on project implementation. A recruitment committee will deal the recruitments with the discussions of the Executive Director and Executive Committee.
- A feasible and practical action plan will be prepared by the staffs considering the situation, work load, seasonal conditions, communication etc. and the activities will be prepared jointly and also for each staff, which will be implemented and monitored.
- Strong accountability and reportability will be developed through introducing strong follow up, supervision and monitoring system and reporting system among the project staffs. A Monitoring and an Internal Evaluation will be formed with 5 members each taking members from stakeholders, who will conduct quarterly monitoring and half-yearly internal evaluation and report to the management with finding and recommendations. Necessary monitoring formats, tools will be developed for collecting up dated information.
- The Training Section will prepare training plans, schedule, modules, materials & curriculum and according to plan and schedule all training courses, seminars and workshops will be arranged & conducted as per plan.
- Local volunteers and group cadres will be identified and they will be provided necessary capacity building training, information, policies etc. for dissemination among the community people and providing early warning. They will be collected from community leaders, interested youths and persons, elite, teachers, CBOs, NGOs, religious institutions and other local institutions.
- Village Disaster Management Committees, Union Disaster Management Committees and Upazilla Disaster Management Committee will be formed with 11 members each, who will be form different categories like local leaders, religious leaders, CBO leader, NGO leader, teacher, elite, UPs etc.
- All the committee members will be provided necessary orientation and capacity building training and also they will participate in different seminars and workshops.
- A flood shelter will be established in each Union for taking shelter of the vulnerable people before disaster and after having early warning.
- Upraise the high places, one place in each village for taking shelter of the vulnerable people before disaster and after having early warning.
- Latrines and tube wells will be installed in each upraised places and shelters for ensuring sanitation and drinking water during disasters.
- Frequent coordination, sharing and cooperation will be maintained with the formed committees, UPs and Upazilla personnel.
- Senior staff will frequently visit the fields for strong supervision and follow up.
- Monthly staff meetings will be arranged to review the activities and find out and solve the encountered problems and difficulties.
- Quarterly different committees’ meetings will be arranged to review the activities and progresses and also to find out and solve the encountered problems and lacking.
- The PIC will pay quarterly monitoring and prepare reports with necessary suggestions.
- Quarterly progress monitoring will be conducted by the Monitoring Team and submit a report with finding and recommendations to the management for taking future steps.
- Half-yearly internal evaluation and audits will be conducted by forming an Internal Evaluation and Audit Teams and they will submit their report with findings and recommendations to the management for taking future steps.
- Yearly External Audit will be conducted by involving External Audit Team.
- Quarterly Executive Committee meeting will review and approve the project progresses, expenditures, budgets, plans etc.
- PIC meeting will be arranged month basis to review the project progresses.
- Monthly, Quarterly, Half Yearly and Annual Reports will be prepared
Project Sustainability
The project activities will be self-sustainable under the following ways:

- Mass people will be aware and they consciously about disaster preparedness and management and will take different initiatives for the reduction of disaster risks, losses and damages of the waterlogged poor people and local administrations, local government departments, local NGOs will take different initiatives, so, the project activities will be continuing.
- People will be habituated with the disaster risks, losses, and damages activities so, they will continue their risk reduction activities continuously, so, the project will be sustainable.
- Peoples’ mentality, practice, attitudes will be changed, so, they will continue the project activities for their own interest and profit, so, the project will be self-sustainable.
- Government and local administrations initiatives will develop gradually, so, the project activities will be continuing and self-sustainable in future.
- Groups, inter-group, UP, COBs, NGOs, and other institutions’ coordination and greater coordination will develop, which will help to continue the project activities in future, so, the project will be self-sustainable.
- Greater unity, solidarity and cohesion will develop, so, joint and collaborative initiatives and efforts will be initiated for reducing disaster risks, losses and damages, which will help to continue the project activities in future.
- Village volunteers and group cadres will be developed, who will run disaster risk reduction activities with their own efforts & initiatives.
- Training participants will continue their present activities with their own-initiatives as they benefited
- Trained & experienced staff will be able to continue present activities covering more members.
- Developed a disaster preparedness and management fund and will help to continue project activities with its income & service charge.
- The program will be integrated with the on-going programs and continued.
- The people will be habituated and profited, so, they will continue their disaster preparedness and management activities.
- Other supports will be collected to run the project activities.
- Developed infrastructures like shelters, upraised places, tube wells and latrines will help to provide benefits to the people, which will help to continue the project activities.
Project Evaluation and Monitoring
Monitoring Plan:
Strong accountability and reparability shall be introduced among the staffs through strong follow up, supervision, fixing targets, monitoring, internal evaluation, auditing, external evaluation and auditing, providing formats etc. Personnel action plan will be prepared and followed by the staffs and strong back grounded and experienced staffs will be involved and supervisory system will be introduced like teachers will be supervised by the Community Volunteers and they will be supervised by the Field Organizer or Supervisors, and they will be supervised by the Project Coordinator, Gender Development Officers, and all of them will be supervised by the Director Program and Executive Director. Moreover, Central Coordinators will supervise and follow the project staffs and reporting system will be monthly, quarterly and half yearly. Apart from quarterly monitoring team and audit team will monitor and audit internally and submit report with recommendations and findings.
Supervision and monitoring:
Strong supervision & monitoring techniques will be adopted for the fruitful and effective implementation of the project activities. Necessary formats will be developed to collect up to date information from the field for quick and frequent verification. Necessary guidance & monitoring tools will be collected and developed. The staff’s will work, supervise, follow up and monitor at field level. The Coordinator will supervise, follow up and monitor the field staff and the project participants regularly. The senior staff will supervise, follow up and monitor the field activities and report to the Director Program. The Field staff will report to the Supervisor weekly basis, the Supervisor will report to the Project Coordinator weekly basis and the Project Coordinator will report to the A Director Program monthly basis. The Director Programs will compile the reports quarterly basis and submit to the Executive Director. The Executive Director will submit the report quarterly to the donor and concerned officials.
Monthly Staff meeting:
Monthly Staff meetings will be arranged to review the monthly progresses. The meeting will review all the progresses of the project and find out problems, drawback and faults and also will find out necessary solutions and provide suggestions for better implementation. All the field staff will submit their monthly progress report in this meeting with encountered problems and limitations.
Reporting:
Field staff will submit weekly reports and monthly reports, the Super-visors will submit weekly and monthly reports, the Field Coordinator will submit monthly reports, the Area Coordinator will submit monthly reports and the Director Program will submit quarterly reports and the Executive Director will submit quarterly reports to the donors and concerned officials regularly.
Evaluation and Audit:
The project activities and expenditures will be evaluated and audited yearly once by internal & external teams but final evaluation will be conducted at the completion of the project by external evaluation team. The evaluation & audit reports will be sent to the donors and concerned officials for information.
