The United States Agency for International Development (USAID) in Russia is seeking grant proposals from Russian non-governmental organizations (NGOs) to assist in Implementation of Resilient Civil Society Project (RCSP) in Russia to increase citizen engagement on issues of public interest at the national and regional levels.
The four-year project is designed to increase citizen engagement on issues of public interest at national and regional levels. The program contains two components: national and regional. USAID intends to make one award for the national component. Up to three awards may be granted for the regional level component.
Funding Available
The total amount of funding available for this project is estimated at @12.6 million, subject to the availability of the funds. USAID plans to apportion this amount between the national and regional components according to the following illustrative distribution for four years:
Component 1 – National: $3 – $3.6 million (one award)
Component 2 – Regional: $8 – 10 million (up to three awards, between $2.6- 3.3 million each)
Program Purpose
The purpose of the Resilient Civil Society Project (RCSP) is to increase citizen engagement on issues of public interest at the national and regional levels. This will be reached through achievement of three interdependent outcomes as summarized and as further detailed in the national and regional components descriptions.
1. Citizens’ Civic Competence (awareness, knowledge, leadership and other civic skills) Increased;
2. Capacity of CSOs to Raise Citizen Activism and Foster Public Dialogue Increased;
3. Effective Public Dialogue Expanded
Eligibility Criteria
Qualified applicants must be Russian non-governmental organizations (NGOs). In support of the Agency’s interest in fostering a larger assistance base and expanding the number and sustainability of development partners, USAID encourages applications from potential new partners, particularly if they are joined with a more experienced organization.
Local Registration
All local institutions must be registered as a legal entity in Russia.
Cost Sharing and Leveraging
There is no cost share requirement for this RFA. Applicants are welcome to propose cost share from their own resources or the resources of sub-awardees, but this may not be counted towards the leveraging requirements.
Applicants are required to leverage no less than 10% of the cost of proposed activities under the national component and 5% of the cost of proposed activities under the regional component. This requirement must be met by leveraging resources from external sources such as private companies, governments or other non-profit organizations.
