You may write about 250 words for the indicators, the monitor and evaluation plan with their time schedules. The indicators are measurement index of the results, which will be used as index or evidences to monitor that if the project is moving on the right direction guided by the objectives, and if it yields expected results. The expressions of indicator could be quantity data (number, percentage, ratio), and quality data (fact, knowledge, etc.). While selecting indicators, it should be ensured that they are clear, precise, feasible, and best reflecting the outputs and outcomes of your results. It will be recommended to select at least one or more indicators for each objective. For example, for the project “A Network to Improve the Maternal Health in Delhi”, the indicators could be the rate or percentage of pregnant women and their family members who have better knowledge of hygiene living, and the healthy rates of the mothers and their newborns. Based on the indicators, the USAID reviewers will judge the project’s successes in reaching its objectives.
The following factors could be considered but not limited to when selecting the indicators:
- USAID interest;
- Understandability by reviewers;
- Relevance to the project;
- Data availability and feasibility;
- Resources availability (budget, hardware, software, and personnel);
- Lower costs, high efficiency, and ease in obtaining.
One principle is needed to be followed while selecting, which is that the indicators should not indicate how the change will be, but only give the possibilities of change without the direction of change, because we need to keep it open and unknown in order to be objective. For example, rather than writing “the increase in rates of the mothers and their healthy newborns”, we should write “the rates of the mothers and their healthy newborns” without indicating that if it will be increased, decreased or unchanged. Other examples could be “the rates of infections of pregnant women”, “the survival rates of newborns”, and “the percentages of local people with hygiene living knowledge”, etc.
