The Think Tank Fund is inviting policy research proposals for systematic analysis, development of policy recommendations, and supporting coalitions countering state capture.
Think tanks are in a good position to overcome the knowledge gap about state capture by developing the necessary systematic analysis of the structure of state capture, providing watchdogs and advocacy organization with methodologies to document state capture, and gaining detailed information about the actual structures and processes of state capture and its vulnerabilities.
Eligibility Criteria
Eligible countries: Croatia, Czech Republic, Bulgaria, Hungary, Latvia, Lithuania, Romania, and Slovakia.
Eligible organizations: think tanks and independent policy research centers.
Ineligibility Criteria
The program will not support:
- general civic activism without a policy research component;
- projects primarily focusing on countering petty corruption;
- political rallies or partisan activities;
- academic research.

Projects involving grassroots activism, local communities, and activities outside country capitals are particularly encouraged to apply.
