The Department of Field Support (DFS) is currently seeking applications from the eligible applicants for the post of Human Rights Officer, based in Bentiu, South Sudan.
DFS provides support in the areas of finance, logistics, Information, communication and technology (ICT), human resources and general administration to help missions promote peace and security.
Key Job Responsibilities
The Human Rights Officer will perform the following functions-
- Plan and co-ordinate activities related to UNMISS’ human rights mandate;
- Conduct research and analysis of human rights issues/events and assess their impact on the human rights situation in the State;
- Collect and analyze human rights indicators/trends as appropriate,
- Ensure that human rights issues, including gender considerations, are integrated into political, humanitarian and economic efforts and programs of the State Team;
- Assist in defining the work plan for Human Rights Division (HRD) State Team in accordance with established terms of reference;
- Support the armed forces (SPLA) and the police (SSNPS) in developing and implementing a training program in the field of human rights, international humanitarian law, democracy and the rule of law;
- Carry out field verification work through periodic site visits across the State;
- Follow up on various cases and situations referred to the capital by other State teams;
- Direct capacity-building efforts for human rights in the State and its counties;
- Produce reports, communications, briefings and statements as required;
- Provide guidance to new/junior staff;
- Perform other related duties as required by the HRD Director or Team Leaders of other Units of the Division.
Eligibility Criteria
Applicants must have-
- An advanced university degree (Masters Degree or equivalent) in international human rights or humanitarian law, international relations, social sciences or related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of five years of progressively responsible professional experience in human rights, law or a related field, including at least three years of experience in a field operation, is required.
- Extensive knowledge of issues related to human rights work in post-conflict contexts, preferably in the region is required.
- Demonstrated ability to function effectively under difficult living conditions is required.
- For the position advertised, fluency in oral and written English is required.
- Knowledge of a second language, especially Arabic, or one of the languages spoken widely in South Sudan is desirable.
