PURPOSE OF POSITION:
The mandate of the Monitoring and Evaluation Division (EVA) is to: 1) provide scientific leadership by setting international M&E standards and producing normative guidelines under the auspices of the UNAIDS M&E Reference Group; 2) establish and maintain a global monitoring system and database that supports the global tracking of indicators measuring progress on the UNGASS Declaration of Commitment and other international initiatives such as Universal Access and the Millennium Development Goals (MDG), supplementing this monitoring system with special evaluation studies of international significance as needed; 3) produce global reports and thematic papers for global dissemination; 4) provide technical support to the regional and country level UNAIDS Advisers in their efforts to support the national M&E system; and 5) coordinate and strengthen the global, regional and country M&E partners communications and collaboration network in support of a harmonized and aligned approach to indicator monitoring, evaluation approaches, and capacity building to attain Three ones, specifically the Third One, one national M&E system.
Main tasks and Responsibilities of the Position:
The Programme Development Adviser’s work focuses on the top task of the Country Monitoring Systems team: Development of and technical support to country, regional and global information management systems. Responsibilities include the following specific tasks, which are carried out in liaison and under the general supervision of the CMS Team Leader.
1. In consultation with other teams in EVA, plan and support the software development to support analyses of data for EMP department (such as Global Response Database, GRD) and development of data management tools for countries (Country Response Information System, CRIS); work in close collaboration with Senior Data Analyst in CMS on the Global Response Database development;
2. Provide expert advice on analysis and design of computer systems and country monitoring systems integration a wide variety of systems; identify the need for new systems (or modifications to existing systems) or respond to requests from users.
3. Develop cost proposals for contractual services for information technology services and global training activities with multiple vendors, oversee the technical evaluation of proposals received and manage the contract service; track and monitor project progress against plan, requirements, quality measures, standard processes; liaise with developers, training staff, and users during all phases of development and implementation;
4. Support the software development to support data exchange between used systems, applying international standards such as SDMX, HL7, ISO 11179, Dublin Core and others;
5. Plan the development work and promotion of use of Indicator Registry (IR);
6. Together with the CMS Team Leader and in collaboration with MOE team, develop training modules for national M&E and IT staff in use of data management tools;
7. Support development and maintenance of e-learning materials and online training for the data management tools (GRD, CRIS, IR);
8. Support planning and implementation of country technical assistance (TA) for use of CRIS/IR/GRD; maintain database of TA consultants and manage the contractual arrangements for TA; together with CMS team leader, liaise with other TA providers and leverage resources for country technical support (GFATM, PEPFAR, UNAIDS TSFs);
9. Provide support to identify strategic issues in the scientific area of global computer information systems to position UNAIDS as a leader in global AIDS information databases, data dissemination and use.
10. In consultation with EVA teams, develop innovative ways of promoting data management tools and data use for monitoring, operational research and evaluation.
11. Carry out other related responsibilities as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: Advance university degree in information technology, development, economics, social or physical sciences, public health, public administration, or management.
Competencies:
Strong background in database management, data analysis, computing and some knowledge of data modelling. Demonstrated ability to translate data into trends and disseminate information combined with a sound knowledge of planning, management and evaluation of information technology tools. Thorough understanding of monitoring and evaluation as related to national responses to HIV and AIDS, and of the HIV epidemic and its impact on developing countries. Knowledge of the UN system and its delivery mechanisms and/or of organizations, institutions and individuals interested and supportive of efforts in country response against HIV. Demonstrated knowledge of computer software.
Experience:
At least seven years’ experience in management and development of systems, and co-operation programmes at national and international levels, including field experience with demonstrated achievements in developing countries, out of which at least six years in quantitative analysis of country responses to HIV
Languages:
Essential: Excellent knowledge of English or French with a working knowledge of the other language.
Desirable: Knowledge of another UN official language.
