All eligible organizations are invited to apply for HIV prevention with key population program organized by United sates Agency for International Development(USAID). The purpose of this program to reduce HIV prevalence among KPs in Mali and among the general population through Behavior Change Communication (BCC), HIV counseling and testing, Sexually Transmitted Infections (STI) management, and distribution and promotion of condoms and lubricants.
Through this opportunity, USAID intends to provide services to key populations with a diverse, national coverage in conjunction with other donors, including the Global Fund to Fight AIDS, TB, and Malaria and the US Centers for Disease Control (which currently funds ARCAD-SIDA to provide services for MSM and CSW in Bamako, Segou, Kayes, Sikasso, and Mopti.) Applicants should describe not only how they will avoid duplication, but how their proposals will help reach sufficient coverage of prevention services for KPs and PHDP to impact the direction and intensity of HIV epidemic in Mali.
USAID expects to award up to three (3) assistance awards and will be in local currency and are anticipated to range between the equivalents of $600,000-$2,000,000. The award ceiling for any one award under this RFA will not exceed the equivalent of $2,000,000 total over three (3) years.
Eligibility & Criteria-
Applicants must be local organizations organized under the laws of Mali. Also, potential recipients must be responsible entities. Before any award is finalized, USAID will conduct a pre-award assessment which objective will be to determine whether the prospective recipient has the necessary organization, experience, skills and operational controls to achieve the objectives of the program. The scope of the pre-award assessment will be shared with pre-qualified organizations at due time.
