The United States for International Development(USAID)/Pakistan collaboratively seeks applications for Pakistan Reading Project to introduce and institutionalize improvements in reading instruction and reading assessment in grades one through five in public and private schools throughout Pakistan. The Pakistan Reading Project is part of the overall USAID/Pakistan initiative to support Pakistan in improving the quality of education in Pakistan. The key goal of the project is to have a minimum of 2.5 million additional primary school children of the 4 million project targeted primary school children, reading at a level commensurate with standards at their grade level.
The purpose of this Request for Applications is to-
- implement activities to improve reading instruction and assessment, and strengthen management in public education systems and low cost schools
- build effective synergies with related efforts in Pakistan, including USAID supported companion activities.
Pakistan Reading Project’s goal will be achieved through support for the following components and sub-components-
- classroom learning, with an explicit focus on reading
- Teacher skills improved through high quality education, training and continuous professional development
- Increased availability and use of supplemental reading and instructional materials
- Improved management in public education systems and low-cost private schools Improved information and information systems for planning and decision-making relevant to reading programs
- Improved planning, implementation and monitoring of reading programs
- Development, implementation and monitoring of strategic plans for faculties of education
- Improved education policies to promote the acquisition of reading skills and learning.
- Reestablished National Culture of Reading
- Pakistani organizations undertaking activities that promote innovation, adoption of best practices, sustainability of reforms, and education research and advocacy
- Increased opportunities for reading and learning to read
Funding available-
The value of this program is estimated at USD$160 million, for a period of five years from the date of signing of this award.
Eligibility-
- Foreign governments, state and local governments and USG departments and agencies may also not apply for USAID funding under this RFA. All Applicants must be legally recognized organizational entities under applicable law.
- Non-Governmental Organizations (NGOs)– Qualified U.S. and non-U.S. private nonprofit organizations may apply for USAID funding under this RFA.
- Private Voluntary Organizations (PVOs)- A local or indigenous PVO, which by definition is a non-U.S. PVO operating in the same foreign country in which it is organized, is eligible to receive funding.
- For-Profit Organizations- Qualified U.S. and non-U.S. private for-profit organizations may apply for USAID funding under this RFA.
- Colleges and Universities– Qualified U.S. and non-U.S. colleges and universities (including minority serving institutions, community colleges, and women’s colleges) may apply for USAID funding under this RFA. USG and USAID regulations generally treat colleges and universities as NGOs, rather than governmental organizations; hence, both public and private colleges and universities are eligible.
- Faith-based Organizations (FBOs)– FBOs may apply for USAID funding under this RFA.
- Public International Organizations (PIOs):-PIOs may apply for USAID funding under this RFA.
