USAID/Kenya’s new Implementation Framework focuses on country-led and country owned programs, and USAID/Kenya’s health portfolio has been refocused to deliver health services through strengthened health systems. USAID/Kenya’s next five-year health sector assistance will be implemented at all levels including national, provincial, and district and community levels. This program represents USAID/Kenya’s renewed commitment to working with indigenous Kenyan organizations in responding to the health needs of Kenyans in distinct program areas as identified in this Program Description.
The purpose of this program is to support the implementation of the Government of Kenya’s (GoK) Health Policy and associated strategic plans and frameworks and by doing so, contribute to the goals of USAID/Kenya’s Implementation Framework for the Health Sector (IFHS) and the expectations of USAID FORWARD.
ELIGIBILITY INFORMATION–
- USAID policy allows for limited competition in the award of Grants and Cooperative Agreements to local organizations in line with the USAID FORWARD. In response to this RFA, any indigenous Kenyan organization that meets the criteria outlined in the Eligibility Checklist is eligible to apply.
- Prospective partners must be organizations with a reputation for integrity and the highest standard of conduct plus a proven track record in their particular area(s) of expertise. They should demonstrate a respect for human rights, gender sensitivity, inclusion of people with disabilities and other vulnerable groups, decent work conditions, environmental consciousness, and community involvement in their operational practices. They should also provide evidence of a strong commitment to the proposed activities and demonstrated experience in working on programs related to the program activities described in this RFA.
- Prospective applicants must provide complete answers to the Eligibility Checklist questions provided as Attachment1 of this RFA. Organizations that do not meet ALL of the eligibility criteria will not be considered for an award under this RFA.
- Cost sharing is not required. However, cost sharing is encouraged. Types of acceptable cost share are described in 22 CFR 226.Potential for-profit applicants should note that USAID policy prohibits the payment of fee/profit to the prime recipient under assistance instruments. Forgone profit does not qualify as cost-sharing.
