Applications from the eligible candidates are required for the post of Energy Specialist. Fluency in English is essential and proficiency in French is a plus. The job location is Washington, DC, US. Nature of the job is professional and technical.
Duties and Responsibilities :
- Coordinate the SE4All technical assistance in selected African countries, including hands on technical support to task teams;
- As part of a team, support countries with the necessary knowledge and capacity to develop national energy access plans and strategies leading to an investment prospectus. This includes making available experts to advise on stocktaking exercises, detailed mapping of the energy demand, and policy and regulatory requirements and reforms in order to foster a conducive environment for private sector involvement in energy infrastructure investments and energy services delivery.
- Actively participate in overseeing implementation of World Bank supported energy country programs with the aim to enhance quality and pro-poor focus and accelerate implementation.
- Develop and maintain relationships with key stakeholders, support policy dialogue and keep abreast of developments in the energy sector of the respective countries of responsibilities.
- In conjunction with the sector managers of AFTG1/2, participate in regional SE4All coordination mechanisms and engage on an ongoing basis with civil society, private sector, and other donors;
- Lead the dissemination and outreach strategy of the World Bank financed Sustainable Energy for All TA activities in Africa
- Contribute to the corporate development agenda in form of knowledge management and innovation practice in the Bank.
Qualifications and Experience :
- Masters or other advanced degree in Energy, Economics, Engineering, or Finance, and a minimum of 5 years’ experience in a relevant field;
- Knowledge of and experience in the energy sector, including on energy access, clean energy, and/or pro-poor energy policies and regulations;
- Extensive hands-on project management experience, an ability to efficiently manage a large number of activities simultaneously, a flair for problem-solving and an ability to self-navigate through complex bureaucratic environments;
- Substantial field experience and ability/willingness to lead or participate in Bank missions. Experience in sub-Saharan Africa strongly preferred;
- Demonstrated teamwork and leadership skills, proven ability to work across boundaries in a matrix management environment, and to coach, mentor and develop more junior staff;
- Excellent written and oral communication skills, including an ability to communicate complex issues in simple terms and to engage in evidence based dialogue with clients;
- Successful track-record in the preparation and supervision of Bank operations, and knowledge of the project cycle, and familiarity with World Bank or other MDB processes and guidelines, particularly pertaining to project cycle management and procurement, is a strong asset;
- Experience working with clients and developing partnerships in fragile and conflict-affected states is an asset;
- Fluency in English; proficiency in French a plus.
