World Bank is seeking applications from the qualified candidates for the post of Senior operations Officer. Essential language is English. Job location is Washington, DC.
Duties and Responsibility:
The selected candidate will be expected to work with country and sector units and RM staff to meet regional strategy, business planning, quality, work program monitoring and reporting requirements. The candidate is very much expected to work closely with staff in all units concerned – regionally and across the Bank and will be serving as the main interlocutor with OPCS/SECBO on issues regarding scheduling, forecasting and bunching.
- Focal Point for Regional Projections. Fully responsible for forecasting, analyzing and monitoring lending projections for ECA. This requires having both a broad and detailed understanding of the regional lending program so that the incumbent can provide a credible assessment of programmed lending. Closely working with Country Directors and Senior Strategy and Operations Officer to monitor IDA pipeline to ensure its alignment and consistency with IDA allocations. Providing regional lending and AAA projections to CFR and OPCS on quarterly basis.
- Focal Point for Monitoring Regional Deliverables. Monitoring regional lending and AAA deliveries on day-to-day basis. Suggesting ECA quarterly targets on deliverables and bunching to OPCS. Coordinating preparation of the regional compact to ensure the strong alignment of CMU’s and SMU’s business priorities, deliverables and result indicators; analyzing units’ performance against the compact. Serving as OPCS and SECPO’s primary contact for Board scheduling. Providing advice to management and operational staff on issues related to Board scheduling and presentation.
- Providing analytical support on all issues related to regional deliverables, including warning them when program moved off-target. Preparing briefings for monthly meetings on Bunching, Commitments, and Disbursements. Reviewing CAS costing and providing comments for ROC meetings.
- Other Assignments:
- VPU release authority – ensuring coding governance for all products and serving as backstop for all inquiries from staff within ECA region as well as from corporate units;
- Gatekeeper and regional focal point for AAA conversions;
- Regional focal point on the implementation of new AAA roadmap;
- Regional focal point on task decentralization
- Regional coordinator of office space in Washington.
- Coordinate and provide training to regional staff on selected topics. Proactively reach out to TTLs through circulation of best practice papers, BBLs for knowledge sharing etc.
- Member of the regional IDF committee.
Qualifications and Experience:
- Master’s degree [or equivalent] in a relevant discipline such as business administration, economics, law, finance or other related field;
- At least 8 years of relevant professional experience. Direct regional operational experience is highly desirable.
- Proven strong conceptual, analytical and evaluative skills required to deal with issues innovatively and independently. Ability to think strategically.
- In-depth knowledge and understanding of business planning, work programming, budgeting, external financing and financial management – especially in a regional context.
- Experience managing complex exercises across organizational boundaries;.
- Ability to convey ideas, positions and policies clearly and concisely and excellent communication skills.
