United States Agency for International Development (USAID) Mission to Southern Africa seeks applications from organizations interested in implementing a five-year award in Angola to improve overall NGO capacity while focusing on several key service-delivery areas: health, education, water, and other activities.
Program objectives
– Strengthen civil society in management, planning, budgeting, advocacy and technical areas.
– Increase in health services provided by civil society groups.
– Enhance civil society’s capacity to advocate for services.
Subject to the availability of funds, USAID intends to provide approximately $47,300,000 to be allocated over a five-year period with approximately $8,860,000 million expected in the first year. Actual funding amounts are always subject to availability of funds. USAID anticipates awarding one cooperative agreement as a result of this solicitation. However, at the sole discretion of USAID, USAID may decide to award more than one cooperative agreement. USAID reserves the right to fund any or none of the applications submitted.
Performance Measures
USAID encourages Applicants to propose innovative approaches to create incentives for program success. Applicants will compete to propose solutions which best address the desired objectives of this program. All activities under Component one should be oriented towards strengthening civil society with a focus on improving the health status of Angolans.
Applicants’ submissions should contain a results-oriented program description and performance metrics, targets, and measures based on USAID indicators as well as their own. USAID reserves the right to modify performance standards and/or metrics during the life of this cooperative agreement, in order to ensure that the right outcomes are being assessed and that the right performance standards are appropriate. When necessary, such changes will be accomplished via a bilateral modification to any agreement awarded as a result of this solicitation or may be agreed upon through the development and approval of the annual work plan.
Applicants are requested to propose a set of benchmarks that can be achieved annually against a set of qualitative and quantitative indicators.
