EU has issued a restricted call seeking proposals from eligible organizations aimed at strengthening the capacity, technical and political skills of non state actors and local authorities in Ukraine to promote accountability, integrity and transparency of the public sector on all levels and in all spheres.
Overall objectives
The overall objective of the Non-State Actors and Local Authorities Programme in Ukraine is to support operations aiming at promoting an inclusive and empowered society in partner countries in order to (1) benefit populations out of reach of mainstream services and resources and excluded from policy making processes; and (2) strengthen the capacity of civil society organisations and local authorities, with a view to facilitating their participation in defining and implementing poverty reduction and sustainable development strategies.
Specific Objectives
The specific objectives of this Call for Proposals are:
– Build operational capacity of NSA and LA, especially in the areas of sound and accountable public sector management, including budget planning, and transparency of procurement procedures, public administration reforms, civil service reforms, implementation of anti-corruption legislation and implementation of the law on “Access to Information”, transparency of state activities in all policy areas, incl. energy, education, health and provision of social services.
– Support issue-based coalitions of non-state actors to demand integrity and accountability of state administrations on all levels of government in various spheres; and thus to promote also joint activities of NSA and LA.
– Establishment of multi-stakeholder initiatives and usage of new media and information technologies for long-term poverty reduction.
– Develop concepts for, and building capacity of, NSA and LA for advocacy and reaching broader parts of the population;
– Promote initiatives focused on education, especially in the fields of public sector modernisation, anti-corruption, media, new social media and information techniques.
Size of grants
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
Lot 1 “Non-State Actors” (budget line 21 03 01):
– minimum amount: EUR 75.000
– maximum amount: EUR 200.000
Lot 2 “Local Authorities” (budget line 21 03 02):
– minimum amount: EUR 50.000
– maximum amount: EUR 150.000
Note. This is a restricted Call for Proposals. In the first instance, only Concept Notes must be submitted for evaluation. Thereafter, applicants whose Concept Notes have been pre-selected will be invited to submit aFull Application Form.
