European Commission has issued a restricted call for proposals for providing support to development actions, to be implemented by Non-State-Actors (NSA) or Local Authorities (LA) in the Philippines, in close cooperation with the local communities and the most vulnerable population groups, aiming at promoting an inclusive and empowered society in partner countries.
Objectives
The global objective of this Call for Proposals is poverty reduction in the Philippines in the context of sustainable development, including the pursuit of the Millennium Development Goals (MDG) and other internationally agreed targets.
In the Philippines the specific objective of this Call for Proposals, corresponding to objective 1 of the NSA-LA program, is to support activities of Non-State Actors which contribute to improve the level of transparency, accountability, and performance of the Local Government Units (LGUs), as a pre-condition for a better delivery of basic services to the poorest and most marginalized groups.
Priorities
– Monitoring of the performance of the LGUs, in particular through mechanisms aimed at cross-checking the Local Governance Performance Management System (LGPMS) and / or other performance measurement instruments and recognition systems for best practice.
– Improving the implementation of the Department of Interior and Local Government (DILG) ordinance about the full disclosure of local budget and finances (August, 2010); enhancing the implementation by the LGUs of other relevant laws, regulations and requirements about transparency and accountability.
– Strengthening of civil society watch groups, mechanisms, and / processes that contribute to monitor the performance of LGUs as regards transparency, accountability, and the delivery of basic services, and use this monitoring as a tool for advocacy.
– Supporting collective initiatives from the civil society – through networks, platforms, and more generally through the promotion of a common agenda – that contribute, at a national or regional level, to the dissemination, expansion, divulgation, and replication at a larger scale of methods, experiences, and / practices that improve transparency, accountability, and performance of LGUs and, more generally, promote better governance at the local level and a greater participation of civil society in the policy and decision making at the local level.
– Increasing participatory local governance processes, participatory planning and budgeting practices; ensuring proper functioning of the local development councils and sectoral committees.
Size of grants
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
– minimum amount: EUR 300 000
– maximum amount: EUR 800 000
Note. This is a restricted Call for Proposals. In the first instance, only Concept Notes must be submitted for evaluation. Thereafter, applicants whose Concept Notes have been pre-selected will be invited to submit a Full Application Form.
