The short course entitled Multilevel Water Governance seeks to develop solutions to water provision and governance of water systems that are of complex nature. In many countries, reforms for effective water management are hampered by an unclear allocation of roles and responsibilities, territorial fragmentation and limited capacity at the local level. This course will be organised together with the Water Governance Centre and addresses the key challenges for integrated, multilevel water governance.
The participant will link international best practices and tools with their own working context to find the practical solutions for the challenges faced in their own home country.
Learning objectives
This course will help to:
- gain state of the art knowledge on concepts and principles of integrated, multilevel water governance;
- identify instruments for increasing social and financial accountability;
- increase insight in the legal, political and institutional framework affecting water governance in your country;
- get acquainted with new tools and approaches for dealing with the challenges of water governance;
- broaden your knowledge on international best practices in the field of multilevel water governance.
Program Structure
- The five key building blocks for sound water governance that will be discussed are-
- a powerful administrative organisation of water management;
- a legally embedded system of water law;
- an adequate financing system and economic analyses of water measures;
- a systematic (planning) approach; the participation of stakeholders.
- Next, the Participants need to analyse his own country by applying governance assessment tools (such as the financial assessment tool).
- Furthermore, Participant will visit programmes for the protection against the rising sea level, examples of modern river flood management and practices of urban water management with a special focus on cooperation structures and financing mechanisms.
After successful completion of the course each participant will receive a certificate of The Hague Academy for Local Governance.
