The European Union represented by the European Commission is currently accepting proposals from non profit/civil society organizations in Pakistan for Peace-building Partnership Annual Action Programme 2014 to Support in-country civil society actors in conflict prevention, peace-building, crisis preparedness. The overall objective is to contribute to the set grounds for sustainable and durable peace in Pakistan by providing a solid foundation at the civil society level to local actors’ initiatives for the prevention and transformation of conflicts.
The Peace-building Partnership Programme aims to continue supporting in-country civil society actors to prevent conflicts, respond to crisis and build peace. The programme will further foster understanding between communities divided by violence and promote reconciliation in conflict affected areas in Pakistan including through capacity-building, facilitation and confidence-building, networking and advocacy, mediation and dialogue.
Priority Areas
To be eligible, proposed actions will have to address at least one of the following priorities:
- Religion as vector of dialogue, reconciliation and culture of peace: Actions under this priority shall focus on:
- engaging religious leaders and/or organizations to outline and implement common strategies for interfaith harmony and cross-faith dialogue to combat all trends of hatred, prejudice and discrimination, while promoting a culture of reciprocal respect and cooperation for peace;
- engaging religious leaders and/or organizations to design and implement sensitization and education campaigns inspired to the values of tolerance, reciprocal respect and promotion of a culture of peace, including through the existing network of Madrassas and religious institutions;
- engaging religious leaders and/or organizations to contribute to local and national initiatives for promoting social harmony at the grassroots level and undertaking joint actions for conflict prevention, mediation and dialogue in the local contexts.
- Cultural heritage and arts as a vector of identity, social cohesion and education for peace: Actions under this priority shall focus on:
- promoting cultural heritage, including intangible heritage and folk cultural activities (such as poetry, music and performing arts) to broadcast messages of peace and counter ethnically, politically or religiously motivated violence;
- preparing and implementing civic education campaigns aimed at conveying messages of tolerance, respect for diversity and peace, and raising awareness on conflict prevention practices, through performing arts and other traditional cultural activities.
- Women and youth as a vector of community change for peace: Actions under this priority shall focus on:
- empowering women at the grassroots level through promotion of women’s participation in peace-related processes and conflict prevention practices in line with the United Nations Security Council Resolutions (UNSCR) 1325 and 1820;
- promoting civic engagement of youth, combating isolation and segregation of local youth, empowering youth to play an active role in their communities and public affairs (with a special focus on mediation and dialogue initiatives) as well as diverting youth from being recruited by militant or violent groups;
- engaging women and youth at the grassroots level to design and implement sensitization and education campaigns inspired to the values of tolerance, respect for diversity and peace as well as raising awareness on conflict prevention practices.
Size of Grants
Grant requested must fall between € 350,000 and € 500,000.
Duration
The initial planned duration of an action must not be lower than 24 nor exceed 36 months.
Location
Actions must take place in Pakistan.
Eligibility Criteria
- In order to be eligible for a grant, the applicant must:
- be a legal person
- be non-profit-making and
- be a civil society actor as defined under Art. 1.3 of the IcSP Regulation 230/2014. These include: non-governmental organisations, organisations representing indigenous peoples, local citizens’ groups and traders’ associations, cooperatives, trade unions, organisations representing economic and social interests, local organisations (including networks) involved in decentralised regional cooperation and integration, consumer organisations, women’s and youth organisations, teaching, cultural, research and scientific organisations, universities, churches and religious associations and communities, the media and any non-governmental associations and private and public foundations likely to contribute to the development
- be established in a European Union Member State, in an accession or official candidate country as recognised by the EU, in a Member State of the European Economic Area or in the Islamic Republic of Pakistan and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- be able to demonstrate at least two (2) years of experience in the field of development covered by this programme and to prove capacity to manage activities corresponding to the size of the project for which a grant is requested.
- Applicants established in Pakistan can act individually or with co-applicant(s) who must satisfy the eligibility criteria as applicable to the applicant himself.
- The applicant and its co-applicant(s) may act with affiliated entity(ies) having a structural link with the applicants. Eligible entities may thus include-
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies).
- Entities under the same direct or indirect control as the beneficiary (sister companies).
- Entities legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
How to Apply?
- The application process consists of two phases-
- Phase 1, concept note
- Phase 2, full proposal
- Only Concept Notes must be submitted for evaluation. Thereafter, applicants who have been pre-selected will be invited to submit a Full Application Form.
- Prior registration in EuropeAid’s on-line database, PADOR, is obligatory for applicants, co-applicants and affiliated entities.
- Applicants must be registered before submitting the concept note, while co-applicants and affiliated entities must be registered prior to submission of the full application, if applicable.
