The European Union under its European Instrument for Democracy and Human Rights (EIDHR) is accepting call for proposals to support civil society and human rights defenders in third countries working on human rights and democratization.
Size of Grants
Any grant requested under this call for proposal must fall between EUR 200 000 to EUR 400 000.
Objectives
- To pursue a common agenda for human rights and democratic reform;
- To enhance political representation and participation;
- To increase safety structures for human rights defenders, and
- To enhance the rule of law and democratic principles
Location
Actions must take place in Lesotho.
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.
Eligibility Criteria
- In order to be eligible for a grant, the applicant must:
- be a legal person and
- be non-profit-making and
- belong to one of the following categories as defined per article 10 of the EIDHR Regulation: civil society organisations, including non-governmental non-profit organisations and independent political foundations, community based organisations, and private sector non-profit agencies, institutions and organisations, and networks thereof at local, national, regional and international level; and
- be nationals of a Member State of the European Economic Area (EEA) or of Lesotho. Applicants which are not from Lesotho will only be considered eligible if they partner with local actors and have a strong capacity building or network developing component towards the local partners.
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- The applicant must act with its co-applicant which participate designing and implementing the action.
- The Co-applicant must fulfill the same eligibility criteria as that of the applicant’s.
- The applicant and its co-applicant(s) may act with affiliated entity(ies) which include
- Entities affiliated to a beneficiary may hence be:
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary Likewise, they may be entities controlling an entity controlling the beneficiary;
- Entities under the same direct or indirect control as the beneficiary (sister companies).
How to Apply
- The application process consists of two phases-
- Phase 1, concept note
- Phase 2, full proposal
- Only Concept Notes must be submitted for evaluation. Thereafter, applicants who have been pre-selected will be invited to submit a Full Application Form.
- Prior registration in Europe Aid’s on-line database, PADOR, is obligatory for applicants, co-applicants and affiliated entities.
- Applicants must be registered before submitting the concept note, while co-applicants and affiliated entities must be registered prior to submission of the full application, if applicable.
