The United Nations Office for Project Services (UNOPS) is currently seeking applications from the eligible applicants for the post of ICT Project Officer based in Valencia, Spain.
UNOPS mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner.
Key Job Responsibilities
The ICT Project Officer will perform the following functions-
- Define project vision, including project viability, assumptions, scope, constraints, interdependencies and timeline for delivery;
- Develop, document and execute detailed project work plans and manage project scope, schedule and budget;
- Actively manage and mitigate project risks and issues as appropriate;
- Monitor and measure project progress and prepare project reports as required by UNOPS methodology;
- Effectively communicate relevant project information to project stakeholders, senior management and project team;
- Identify resources and skill-set required, manage daily activities of project team and assign individual responsibilities;
- Plan and execute change management activities to ensure efficient transition into Operations and utilization of project deliverables by the business
- Coordinate new solutions’ deployments, conduct lessons learned and write user guides related to new solutions;
- Maintain and enhance existing reports and conceive new business intelligence reporting suite to facilitate strategic decisions;
- Interact with stakeholders to understand and document their requirements and model future business or operational processes and design related systems;
- Elicit requirements using document analysis, surveys, business process descriptions, use cases, business analysis, task and workflow analysis;
- Make business-related recommendations including viability of usage of existing IT systems and/or infrastructure and industry IT standards/solutions relevant to business requirements
- Determines operational feasibility by evaluating analysis, problem definition, requirements, solution development and proposed solutions.
- Analyzes business requirements and translates these into work packages;
- Perform other duties as required.
Eligibility Criteria
Applicants must have-
- Advanced University degree (Master’s degree or equivalent) in information systems, information technology, computer science or related field.
- A first level university degree with a combination of relevant academic qualifications and experience in information and communications technology may be accepted in lieu of advanced university degree.
- A minimum of 5 years of professional experience in information technology, project management, and/or business analysis.
- Experience leading globally dispersed project teams and/or working in a multi-project environment is a strong asset.
- Proven track record of applying structured project management methodologies for delivery of complex IT and business projects.
- Excellent understanding in the areas of application programming, database and system design.
- Understanding Internet, Intranet, Extranet and multi-tiered architectures. Familiarity with at least two of following areas: Lotus Notes, SharePoint, .
- NET framework, MS SQL Server, and Windows2000/XP environments.
- Prince 2 Certification is required.
- Fluency in English is required. Knowledge of a second UN language is highly desirable.
