The Saferworld is currently seeking applications from the eligible applicants for the post of Country Director based in Juba, South Sudan.
Saferworld is an independent non-governmental organisation that works to prevent violent conflict and contribute to long term changes that build safer and more stable lives.
Key Job Responsibilities
The Country Director will perform the following functions-
- Lead the Country Team (CT) in deepening Saferworld’s analysis and understanding of the South Sudan context. Keep abreast of the political context, periodically review the country strategy, and, as appropriate, adapt the strategy in response to changing circumstances.
- Lead and manage annual planning and strategy review processes. Deliver strong annual plans that identify and address significant issues facing communities, institutions, and government actors in line with Saferworld’s organisational strategy and theory of change.
- Contribute to Saferworld’s wider organisational strategy development by participating in strategic planning and other cross-organisational learning processes.
- Develop and oversee formal and informal partnerships and maintain good relationships with selected local, national, and international actors based on Saferworld’s partnership principles and in support of Saferworld’s work in South Sudan.
- Oversee the effective implementation of Saferworld’s South Sudan Country Programme, including monitoring progress of the programme cycle and ensuring the delivery of outputs and outcomes for communities and institutions.
- Ensure the overall monitoring and evaluation of and learning from the programme is systematic, and bi-annual programme reviews and outcome harvesting processes are held.
- Ensure the production and timely delivery of narrative and financial reports for donors, and grant management generally.
- Ensure the management of South Sudan’s Country Programme documentation and information flow are effective.
- Ensure that Saferworld South Sudan is compliant with local legislation and directives, Saferworld’s policies and procedures, and donor procurement regulations
- Represent Saferworld in high-level meetings to share relevant outcomes and impact from the programme, both to promote in-country work and Saferworld’s cross-organisation work.
- Identify and develop key relationships, ensuring regular engagement and coordination with strategic partners in the Government of South Sudan (including the Ministries of Interior and
- Justice, the SSNPS, the BCSSAC), civil society organisations, the media, and the international community, including donors.
- Lead on the development and implementation of advocacy strategies targeting decisionmakers and opinion-shapers in and outside South Sudan, including representatives from the international community.
- Raise the profile of Safer world’s work in South Sudan by overseeing the production and dissemination of appropriate data and analysis (including policy briefings) in-line with Saferworld’s overall communication guidelines and practice.
- Engage with the NGO Forum through the Country Directors Forum, the Secretariat, and the Policy Working Group.
Eligibility Criteria
Applicants must have-
- Master’s degree (or equivalent) in international relations, political science, conflict, justice or security studies, or a related field.
- Proficient understanding of discourses on conflict prevention, peace building, development, governance, and security and justice sector reform, and of the international policy environment in which these issues are addressed.
- Experienced manager (10+ years) with significant proven experience managing multi-thematic programmes in development and/or peace building/conflict prevention organizations.
- Extensive experience of leading, mentoring, building, and developing a team of senior staff with different backgrounds and expertise and leading change in an environment that is constantly changing.
- Proven experience of solving complex issues through analysis, definition of a clear way forward, and ensuring buy-in, internally and externally.
- Experience of living and operating in complex conflict-affected environments and of managing crisis situations requiring quick changes to programme and operational priorities and rapid response.
- Exceptional communication skills, verbal and written.
- Proven experience of building personal and professional networks at a senior-level, resulting in securing new opportunities for the organisation.
- Experience of leading teams to deliver effective, winning funding proposals.
- Excellent understanding and experience of programme, financial/budget, and operational and HR management processes.
- Experience of managing safety and security needs in a challenging and unstable security environment.
- Previous experience working in/on South Sudan and/or the region is desirable.
