Catholic Relief Services (CRS) is currently seeking applications from the eligible applicants for the post of Deputy Chief of Party – “DJOMI” in Bamako, Mali.
The Deputy Chief of Party will support the Chief of Party (CoP) in ensuring that the goals and objectives of the project in Mali are fulfilled within the context of the guiding principles and values of CRS.
CRS carries out the commitment of the Bishops of the United States to assist the poor and vulnerable overseas.
Key Jobs Responsibilities
The Deputy Chief of Party – “DJOMI” will perform the following functions-
- Under the guidance of the CoP, assists with representation in workshops, conferences and meetings, ensuring ample representation with key stakeholders.
- Contributes to regular updates to partners, country program leadership, government and non-government coordination bodies as requested.
- Fully represents the program as Acting CoP in the absence of the CoP.
- Encourages and empower CRS and partner staff to complete tasks in a timely and professional manner across the program.
- Assists with staff and partner training and development.
- Fosters an environment that promotes coordinated and comprehensive effort amongst consortium members.
- Establishes and monitors sub-recipient financial procedures, including budget development and maintenance.
- Liaises with project and partner staff to share best practices and solutions to challenges during implementing partners’ meetings and other forums.
- Assists the CoP with program reporting requirements, including preparation of presentations, reports, and other materials.
- Establishes key linkages with government and NGO programs (including other GHSA implementing agencies).
- Assists the CoP in monitoring activities.
- Assists the CoP with overall budget development, maintenance and oversight.
- Assists in the development of annual COP (Country Operating Plan) submissions.
- Assists in the development of requests for subsequent year funding for DJOMI.
- Coordinates with other CRS Mali programs to ensure optimal complementarities and synergies are achieved between existing programs and DJOMI.
- As a member of the program senior management team, works with senior colleagues to coordinate efforts with the aim of best serving program participants.
Eligibility Criteria
Applicants must have-
- At least 3 years of experience in the strategic and/or financial management of complex health or development projects, with at least 5 years of developing-country experience, preferably at either a Deputy Chief of Party or Senior Manager Level.
- Specific technical experience in infectious disease, Health Systems Strengthening, and/or MEAL is preferred.
- Significant work experiences in sub-Saharan Africa a plus, with a strong preference for significant experience in Mali.
- Advanced degree in international development, a Master of Public Health, or a Master in Business Administration.
- Experience managing a large budget.
- Experience managing partner budgets.
- Experience working with ICT4D – tools and analysis.
- Proven experience working with CDC or USAID.
- First-hand experience working in a large, complex and multi-partner consortium. In particular, the candidate will be able to draw results from all partners while maintaining a strong working relationship and group focus (not just CRS).
- Demonstrate commitment to development through local empowerment and work closely with, understand, and support local partner treatment facilities.
- Strong representation, negotiation and diplomatic skills, especially when relating to CDC/USAID, Malian government agencies and local partner treatment facilities.
- strong team player, be able to inspire staff but have the ability to coach staff as a mentor, and have highly developed interpersonal and multicultural skills.
- Good listener, have the ability to solicit diverse and counter perspectives, yet be a decisive leader.
- Fluency in English and French, both with excellent oral and written communications skills, and possess advanced computer literacy. Bambara language skills highly preferred.
