FHI 360 is currently seeking applications from the eligible applicants for the post of Chief of Party, Sustainable HIV Response from Technical Assistance (SHIFT) in Hanoi, Vietnam.
The Chief of Party shall be responsible for the overall management of the contract.

Key Jobs Responsibilities
The Chief of Party, Sustainable HIV Response from Technical Assistance (SHIFT) will perform the following functions-
- Ensures program quality according to USAID, FHI 360 and global standards.
- Ensures the achievement of results for which FHI 360 is responsible under agreement with the donor.
- Ensures that project resources are utilized in accordance with applicable FHI and USAID policies and procedures.
- Overseas production of timely and accurate financial and programmatic reports to USAID and FHI as required.
- Plans, directs, and coordinates activities to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters.
- Reviews project proposals and plans to determine scheduling, budget, procedures, staffing, and allotment of resources needed for projects.
- Develops proposals and researches sources for funding projects.
- Establishes work plans, project teams, and SOPs to meet project goals and ensure compliance with policies.
- Provides guidance and training to managers and staff to achieve project goals.
- Participates in the strategic development of methods and techniques with executive management.
- Establishes, serves and maintains partnerships with internal and external stakeholders on project matters.
- Provide leadership to the project team, ensuring clarity over plans and priorities, encouraging effective team-work.
- Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies.
- Primary liaison with USAID Vietnam.
- Senior level policy and technical staff with the Ministry of Health (MoH), international donors and partners.
- Routine coordination with all FHI 360 employees, on-site and in the field.
- Close liaison and relationship building with donors, local NGOs/PVOs partners, and public/private agencies.
- Organizational representation at professional meetings and conferences.
Eligibility Criteria
Applicants must have-
- Advanced degree (MPH, PhD or other advanced degree including Public Administration, Business, Law, International Relations, Human Resources, Social Sciences, Non Profit Management, or other similar discipline).
- Minimum of 10 years of demonstrated experience working in HIV/AIDS prevention, care or treatment programs – 5 of those years shall be experience working in country on a PEPFAR funded program.
- Experience in senior level management and leaderships positions with an international health development context.
- At least 3 years of demonstrated experience is desired.
- Successful experience as a senior manager of complex program(s) which provided technical assistance to a developing country.
- A history of productive involvement with governmental health systems processes and service delivery models in developing countries.
- Comprehensive knowledge of theories, concepts and practices with project management, process development and execution.
- Excellent and demonstrated project management skills.
- Excellent oral and written communication skills.
- Strong influencing and negotiation skills.
- Strong consultative skills.
- Strong critical thinking and problem solving skills to plan, organize, and manage resources for successful completion of projects.
- Ability to motivate, influences, and collaborates with others.
- Ability to build positive local working relationships with local communities, district government officials, UN and where appropriate, donor representatives.
