United Nations Children’s Fund (UNICEF) is currently seeking applications from the eligible applicants for the post of Chief of Field Office in Gaza, Palestine.
The Chief of Field Office will be responsible for managing the planning, implementation, monitoring and evaluation of assigned programme/projects within the Gaza Zonal Office.
UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS.
Key Jobs Responsibilities
The Chief will perform the following functions-
- Manages and provides oversight of the Zonal Office. Ensures the implementation and monitoring of interventions, which are consistent with the Country Office national objectives and addresses emergency humanitarian interventions.
- Monitor and assess programmes and operations and provide advice on best and innovative programming and management practices to enhance programming and operations in the field office.
- Establish clear performance objectives, goals and timelines; and provide timely guidance to his/her team to enable them to perform their duties responsibly and efficiently. Plan and ensure timely performance planning, management and assessment.
- Proposes and/or undertakes action on operational procedures affecting project management and implementation.
- Provides technical advice and assistance to government officials and other partners in the planning, implementation, monitoring and evaluation of programme /project(s).
- Seeks to obtain programme and operational indicators that are evidence-based to promote the development of a consistent communication and advocacy plan for Gaza.
- Ensure close working relationships between the main office in Jerusalem and the Gaza Field Office, particularly between programme staff and section chiefs.
- Contributes to the preparation of the Situation Analysis by overseeing and facilitating the compilation of data, analysis, and evaluation of information, and if needed writing chapters of the Analysis which are relevant to the geographic area of assignment (Gaza).
- Supports and provides inputs into the preparation of documents for the Area Programme Document (APD), Country Programme Recommendation (CPR) and Plans of Action, Country Programme Summary Sheet, and other programme documents, as required.
- Develops the Integrated Field Monitoring Plan for the Gaza strip in coordination with the PM&E section.
- Ensures the implementation of the plan and contributes to its inception, development and regular update.
- Other partners and stakeholders to resolve issues and/or advise the Representative on resolutions to ensure delivery of results as planned and allocated.
- Coordinate and/or provide advice on the preparation of mandated programme and operational reports. Confirm accuracy of reports prior to approval by the Representative.
- Coordinates with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability.
- Certifies disbursements of funds, monitors and submits financial status reports to the Sr. Programme Officer or Representative, as required.
Eligibility Criteria
Applicants must have-
- Advanced University degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.
- A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.
- Eight years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.
- Work experience in Developing country (for IP) or field work experience (for NO).
- Specialized training/experience in emergency response management highly desirable.
- Fluency in English and another UN language required.
- Knowledge of the Arabic language is an asset.
