United Nations Office for Project Services (UNOPS) is currently seeking applications from the eligible applicants for the post of Finance Officer in Khartoum, Sudan. The duration for the post is of 6 months.
The Finance Officer will be required to analyze and interpret the UNOPS Financial Rules and Regulations to provide solutions on a wide spectrum of complex financial issues.

Key Jobs Responsibility
The Finance Officer will be responsible for the following functions-
- Implementation of operational strategies.
- Budget preparation, monitoring and control.
- Operations, including cash management and treasury services.
- Control of the UNOPS accounts.
- Facilitation of knowledge building and knowledge sharing.
- Provide substantive support in the continuous analysis and monitoring of the financial situation of the country office, and provide regular management reports. These reports should include: cash and bank statements, status of payments and other transactions, and project finance issues such as advance payments, operational advances, temporary charges, and advance financing.
- Collaborate with the Hub Finance Officer, and support him/her with identifying, addressing and resolving financial management issues at the hub and country office levels, as required.
- Ensure full compliance with the provisions of the UNOPS Financial Rules and Regulations, the Finance Manual, and Finance and Budget Technical Instructions, in all financial transactions, recording, reporting, etc.
- Prepare Standard Operating Procedures and guidance documents on finance issues with the Hub Finance Officer to ensure full alignment with the procedures at the hub level.
- Support PMs with provision of timely project financial reports to clients.
- Analyze, and elaborate and report on proposals to improve cost-effectiveness of activities.
- Assist the Support Services Officer and Hub Finance Officer with elaboration of proposals for planning of financial resources of the country office, preparation of reports containing analysis of the financial situation.
- Coordinate preparation of operating and project budgets; review budget submissions, regular analysis and reporting on the budget approvals and project delivery; monitoring of expenditures against budget allotments, and variances.
- Review of budget proposals for reasonableness, consistency with the organizational goals, and relevant guidelines.
- Hold timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements. Timely identification and recording of receipts for income application.
- Work on daily review of zero-balance account bank statements in the UNOPS ERP to monitor UNOPS accounts; and identification and recording of contributions.
- Ensure efficient local banking and/or treasury arrangements and compliance with local financial and banking regulations.
- Initiate and coordinate bank transfers and other accounts receivables, and approval and settlement of relevant transactions.
- Prepare monthly cash flow forecasts for use of management in a timely manner.
- Acts as cashier for on-site transactions, as relevant.
- Build project capacity to effect payments and manage project budgets.
Eligibility Criteria
Applicants must have-
- Master’s Degree or equivalent in Finance, Business Administration, Public Administration, Economics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- At least two (2) years of relevant experience at the national or international level in providing financial management services and/or managing staff and operational systems involving finance elements required.
- Experience with UN and/or similar IGOs in the area of finance strongly desired.
- Experience in the usage of computers and office software packages (MS Office 2003 and/or newer versions) and advance knowledge of spreadsheet and database packages, as well as experience with ERP systems such as ATLAS, required.
- Certification on finance issues, such as IPSAS certification, strongly desired.
- Fluency in written and oral English and Arabic, required.
