Amatae is seeking proposals from consultants, institutions or organisations that have extensive on the-ground experience and in-depth understanding of civil society in Myanmar, to undertake a detailed analysis of core funding as a mechanism for the development of local civil society organisations. The purpose of the consultancy is to support Myanmar civil society Organisations (CSOs) advocacy and lobbying strategies.
Amatae was launched in October 2012 as Component 1A of the Burma Civil Society Strengthening Programme, funded by DFID and SIDA.
Objectives
- Increased systemic capacity within civil society organisations to effect positive social change.
- Improved sustainability of civil society organisations, able to leverage diverse opportunities for resource mobilization;
- Increase in the quality and effectiveness of civil society research, advocacy and partnerships.
Research Areas
- Review what the added value of core funding has been for Amatae partner organisations
- An assessment of whether the original rationale for Amatae has continuing relevance in the current changing environment for CSOs in Myanmar
- Lesson learning from other contexts where the provision of core funding has helped to transform civil society engagement in country

Eligibility Criteria
- At least 6 years’ experience working with civil society. This should include the development and operation of civil society organisations, donor interaction with civil society and funding mechanisms put in place to support civil society, and the development of an ‘enabling environment’ for civil society.
- At least 4 years’ experience working with Myanmar civil society, preferably including experience with formal organisations based in Yangon and other urban centres, particularly those organisations working on socio-political issues.
- Leadership of, or extensive contribution to, previous civil society research projects. Evidence of previous publications should be given.
- Relevant post-graduate degree.
- English language proficiency essential
