FHI 360 is currently seeking applications from the eligible applicants for the post of Senior Contracts and Grants Officer in Nairobi, Kenya.
The Senior Contracts and Grants Officer will work in partnership with the Project Manager and other staff to efficiently operate and strengthen an effective contracts management services system.

Key Jobs Responsibilities
The Senior Contracts and Grants Officer will perform the following functions-
- Advisory to senior management on critical prime award and sub-award strategies and issues.
- Interpret fundamental donor regulations and requirements and apply them to specific situations for timely resolution to prime award issues.
- In liaison with the FHI 360 Contracting Officer, prepare and submit requests for donor consideration and approvals to include but not limited to waivers for restrictions, international travel, key personnel, revisions to program description and budget, disposition instructions, and so on as required and necessary.
- Support the Project Manager to meet contractual deliverables such as submission of implementation plans, budget pipelines, financial and programmatic reports, cost share tracking tools and reports, program income tracking tools and reports, final reports, et cetera.
- Perform acquisition and assistance roles from pre-award to close-out. These roles may include a wide variety of discrete transactions occurring at various and concurrent stages of prime awards and sub award processes.
- Provide and supplement technical assistance to program development and other operational support needed to support organizational goals and objectives.
- Coordinate issuance of sub-awards, consultancies, and other contractual arrangements.
- Review requests from programs and other clients for completeness, accuracy and compliance within FHI 360 policies and donor requirements.
- Initiate, support and prepare and finalize management tools such as operational manuals, policies and regulations.
- Prepare and submit management reports on schedule to comply with optimal standards and strict deliverables.
- Report to the supervisor on variance reports, recommend strategies, take appropriate action and provide updated status on regular basis.
- Provide acquisition and assistance training to staff and implementing partners.
- Collaborate and closely work together with U.S. HQ Contracting Officers and program backstops to provide acquisition and assistance support to the LINKAGES project in Kenya.
Eligibility Criteria
Applicants must have-
- BS/B.Com/LLB or related field with a minimum of 5-8 years relevant work experience in acquisition and assistance management and related work; or MS/MA/MBA, or LLM, with a minimum of 5-7 years of work experience in contracts and grants management and related work.
- Familiarity with USAID acquisition and assistance administration, including OMB circulars 22 CFR 226 and super circular 2 CFR 200 and 2 CFR 700.
- Effective team player and excellent interpersonal skills.
- Demonstrated negotiation skills.
- Tact and diplomacy in dealing with staff, partners and donors.
- Adaptability and flexibility in workload management.
- Effective in delegating responsibilities and meeting standards.
- Excellent at motivation of staff.
- Ability to perform detailed-oriented acquisition and assistance work with high level of accuracy.
- Demonstrated knowledge of donor (USG and non-USG) rules and regulations applicable to development programs.
- Demonstrated strong understanding of contracting and granting concepts and principles.
- Demonstrated excellent oral and written communication skills.
- Experience working with an international non-governmental organization.
- Proficiency in reading, writing and speaking English. Swahili language will be an added advantage.
- Proficiency in word processing, spreadsheets, and Internet capabilities.
