International Relief and Development (IRD) is currently seeking applications from the eligible applicants for the post of Chief of Party in Afghanistan.
The Chief of Party will be responsible for the anticipated USAID Strengthening Watershed and Irrigation Management (SWIM) project in Afghanistan.

Key Jobs Responsibilities
The Chief of Party will perform the following functions-
- Provide overall project leadership through strategic planning, management of expatriate and local staff, and technical implementation.
- Serve as the project’s primary in-country representative to USAID, the Afghanistan government, and other donors.
- Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID and the Afghanistan government.
- Coordinate data collection, monitoring, project reporting, and evaluations.
Eligibility Criteria
Applicants must have-
- Master’s degree or higher required in engineering, natural resource management, or social science; or 15 years of relevant working experience in the specific area of professional expertise.
- Minimum ten (10) years of international development experience as project director, chief of party, deputy chief of party, or comparable other management roles on large, complex donor-funded technical assistance projects in transitional or post-conflict countries.
- Ability to effectively negotiate and collaborate with host-government officials, other USAID activities, local organizations, and partners.
- Ability to manage large and complex contracts, manage internal controls, effectively monitor project progress and the achievement of results, meet all contract deadlines, and successfully meet reporting requirements.
- Ability to live and work in Afghanistan.
- Demonstrated leadership, versatility, and integrity.
- Fluency in English required.
