The Bureau of Democracy, Human Rights, and Labor (DRL) invites interested organizations to submit proposals for projects that promote democracy, human rights, and rule of law in the NEA region.
DRL’s objective is to increase the organizational capacities of disabled persons’ organizations (DPOs) to broaden civil society participation in, and support to, government efforts to implement and monitor implementation of the CRPD. This should also compliment and work with the African Union’s Decade of Disabilities, led by the African Union Department for Social Affairs.
The successful proposal will adopt a rights-based approach to advocacy by DPOs on behalf of persons with disabilities leading to greater civil and political participation by individuals with disabilities. Its components will include-
- A determination of the scope and breadth of the DPO community and their capacity in Kenya and Tanzania, which have ratified the CRPD;
- A comprehensive plan to link DPO organizations to each other, other human rights organizations, national human rights institutions, and appropriate government entities, at the national and regional level, including the African Union Department for Social Affairs;
- A comprehensive plan to increase the organizational capacity of DPOs in Kenya and Tanzania, including enhanced capacity to advocate for the rights of persons with disabilities;
- A comprehensive plan to increase government action to effectively implement the CRPD as a result of DPO advocacy and support in target countries including through improved enforcement mechanisms;
- The implementer will provide technical assistance to the Disabilities Architecture through the African Union Department of Social Affairs.
Eligibility–
- Be a U.S. non-profit organization meeting the provisions described in Internal Revenue Code section or a comparable organization headquartered internationally, or an international organization.
- Have demonstrated experience administering successful and preferably similar projects. DRL reserves the right to request additional background information on organizations that do not have previous experience administering federal grant awards. These applicants may be subject to limited funding on a pilot basis.
- Be a registered user of grants.gov NOTE: This process can take up to one month for new organizations so please register early.
- Have existing, or the capacity to develop, active partnerships with in-country entities and relevant stakeholders including industry and non-governmental organizations.
- Organizations may form consortia and submit a combined proposal. However, one organization should be designated as the lead applicant.
