Countries across the region—including Indonesia, Vietnam, the Philippines, Thailand, Cambodia, and Laos—have made progress in decentralization and digital transformation. However, many local governments still rely on manual, paper-based, or fragmented systems that limit efficiency, transparency, and responsiveness.
Rapid urbanization, population growth, and increasing citizen expectations are placing pressure on local administrations to deliver services more effectively. At the same time, advances in digital governance, cloud computing, mobile applications, and data analytics offer new opportunities to modernize local governance systems.
E-governance tools can improve service delivery, strengthen transparency and accountability, enhance citizen participation, and support evidence-based decision-making. When designed with local capacity and inclusivity in mind, digital governance solutions can significantly improve trust between citizens and local authorities.
This proposal outlines a regional initiative to strengthen e-governance tools for local governments in Southeast Asia, supporting inclusive, efficient, and transparent local governance aligned with national digital strategies and the Sustainable Development Goals (SDGs).
