Executive Summary
Migration has become an integral feature of today’s globalized world, driven by economic disparities, conflict, climate change, and social inequalities. While migration can create opportunities for individuals and societies, migrants—especially low-income workers, refugees, asylum seekers, and undocumented persons—often face significant legal, social, and protection-related challenges. Limited access to legal aid and protection services leaves many migrants vulnerable to exploitation, discrimination, arbitrary detention, trafficking, gender-based violence, and violations of fundamental human rights.
This proposal seeks support to implement a comprehensive program aimed at improving access to legal aid and protection services for migrants in vulnerable situations. The project will provide free or low-cost legal assistance, rights awareness, case management, and referral services, while also strengthening community-based protection mechanisms and institutional capacities. Through a rights-based and migrant-centered approach, the project will empower migrants to understand and claim their rights, access justice, and live with dignity and security.
Implemented over a period of 36 months, the project will directly benefit migrants and their families, with a particular focus on women, children, survivors of abuse, persons with disabilities, and undocumented migrants. By addressing both immediate legal needs and systemic barriers, the project will contribute to safer migration, improved protection outcomes, and more inclusive and just societies.
Background and Context
International and internal migration has increased significantly in recent decades. Migrants contribute substantially to economies through labor, skills, and cultural exchange; however, many face structural barriers to accessing justice and protection. Legal frameworks governing migration are often complex, restrictive, and poorly understood by migrants, particularly those with limited education, language barriers, or irregular legal status.
In many destination and transit areas, migrants encounter exploitation by employers, denial of wages, unsafe working conditions, harassment, and abuse. Women migrants are at heightened risk of gender-based violence, sexual exploitation, and domestic abuse, while migrant children face risks related to child labor, lack of education, and detention. Undocumented migrants often avoid seeking help due to fear of arrest, deportation, or discrimination.
Although legal aid and protection services may exist, they are frequently inaccessible to migrants due to cost, distance, language barriers, lack of documentation, or limited institutional capacity. Civil society organizations play a critical role in bridging this gap, but they often face resource constraints and limited coordination with state institutions.
Ensuring access to legal aid and protection services for migrants is essential to uphold human rights, promote social cohesion, and support sustainable development. This project responds to these needs by strengthening both demand-side (migrant awareness and empowerment) and supply-side (service availability and institutional capacity) dimensions of access to justice and protection.
