Executive Summary
Young people represent a powerful force for social change, innovation, and sustainable development. Globally, youth make up a significant proportion of the population, yet their voices remain underrepresented in policy dialogue and decision-making processes. Despite being directly affected by policies related to education, employment, climate change, health, and governance, youth often lack meaningful opportunities to influence decisions that shape their futures.
The project Enhancing Youth Participation in Policy Dialogue and Decision-Making seeks to empower young people as active contributors to inclusive and transparent governance. The initiative will strengthen youth capacity, create structured platforms for engagement, and facilitate constructive dialogue between youth and policymakers at local, national, and regional levels. The project aligns with the United Nations Sustainable Development Goals, particularly SDG 16 (Peace, Justice, and Strong Institutions), SDG 17 (Partnerships for the Goals), and SDG 4 (Quality Education).
Over a 24-month period, the project will engage youth leaders, civil society organizations, local authorities, and policymakers to co-create participatory mechanisms that promote youth inclusion. Through leadership training, policy literacy programs, youth-led research, and multi-stakeholder dialogues, the project aims to institutionalize youth participation and ensure that youth perspectives are meaningfully integrated into policy formulation and implementation.
Problem Statement
Youth participation in policy processes remains limited due to structural, institutional, and socio-cultural barriers. In many contexts, decision-making spaces are dominated by older generations, leaving young people excluded or tokenized. While youth councils and forums exist in some regions, they often lack formal authority, resources, or access to decision-makers.
Additionally, many young people lack the skills, confidence, and knowledge required to effectively engage in policy dialogue. Limited exposure to governance processes, inadequate civic education, and restricted access to information further constrain youth participation. Marginalized youth—including young women, rural youth, persons with disabilities, and unemployed youth—face additional barriers that limit their engagement.
The absence of youth voices in policymaking results in policies that may not fully address youth needs or reflect their lived experiences. This disconnect contributes to disengagement, mistrust in institutions, and missed opportunities for innovation and long-term development. Addressing these gaps requires intentional investment in youth empowerment and the creation of inclusive, sustainable participation mechanisms.

The second phase will emphasize capacity building and youth-led research. The third phase will support policy dialogues, advocacy actions, and institutional engagement. The final phase will concentrate on evaluation, documentation, and sustainability planning.
A dedicated project team will work closely with youth organizations, government partners, and civil society stakeholders. Regular coordination meetings will ensure transparency, accountability, and adaptive management.
Monitoring and Evaluation
A results-based monitoring and evaluation framework will guide project implementation. Key indicators will measure youth participation levels, quality of engagement, and policy influence.
Monitoring tools will include:
- Baseline and endline surveys
- Activity reports and attendance records
- Policy tracking and outcome mapping
- Mid-term and final evaluations
Participatory M&E methods will ensure youth feedback is integrated into project learning.
Sustainability Plan
The project emphasizes long-term sustainability through:
- Strengthening youth institutions and leadership structures
- Embedding youth participation mechanisms within governance systems
- Building partnerships between youth organizations and public institutions
- Developing advocacy strategies for continued youth engagement
Capacity building and institutional reforms will enable youth participation beyond the project lifecycle.
Risk Analysis and Mitigation
Potential risks include limited political will, youth disengagement, and resource constraints. These risks will be mitigated through continuous stakeholder engagement, inclusive participation strategies, and flexible project design.
Conclusion
Enhancing youth participation in policy dialogue and decision-making is essential for inclusive, democratic, and sustainable development. This project provides a comprehensive and scalable approach to empowering youth as agents of change and strengthening governance systems. By institutionalizing youth voices and fostering meaningful dialogue, the initiative will contribute to more responsive policies and resilient societies.
