Executive Summary
Women and girls play a critical role in shaping inclusive, democratic, and sustainable societies. However, across many regions, their participation in leadership and civic processes remains limited due to structural inequalities, social norms, lack of access to education and resources, and exclusion from decision-making spaces. When women and girls are excluded from leadership, policies and governance systems often fail to reflect the needs and aspirations of entire communities.
The project “Leadership and Civic Participation for Women and Girls” seeks to strengthen the leadership capacities of women and adolescent girls and enhance their meaningful participation in civic and democratic processes at local and community levels. By building skills, confidence, and access to platforms for engagement, the project aims to create an enabling environment where women and girls can influence decisions that affect their lives.
Implemented over 36 months, the project adopts a rights-based, gender-transformative, and participatory approach. It will work with women, girls, community leaders, institutions, and civil society organizations to address barriers to participation and promote inclusive leadership. The project contributes to SDG 5 (Gender Equality), SDG 16 (Peace, Justice, and Strong Institutions), and SDG 10 (Reduced Inequalities).
Problem Statement
Despite progress in gender equality, women and girls remain underrepresented in leadership and civic decision-making at all levels. Cultural norms and gender stereotypes often portray leadership as a male domain, discouraging women and girls from participating in public life. Many women lack confidence, exposure, and opportunities to engage in civic processes such as local governance, community committees, and advocacy platforms.
Girls and young women face additional barriers, including limited access to civic education, restricted mobility, and early responsibilities related to household and caregiving roles. As a result, their voices are often absent in decisions related to education, health, safety, and community development.
Institutional barriers also persist. Civic spaces may not be safe, accessible, or responsive to the needs of women and girls. Political and community structures frequently lack mechanisms to support women’s leadership, mentorship, and meaningful participation. Without targeted interventions, these barriers reinforce cycles of exclusion and inequality.
The exclusion of women and girls from leadership undermines democratic governance and sustainable development. Evidence shows that women’s leadership leads to more inclusive policies, improved service delivery, and stronger social cohesion. Therefore, investing in women’s and girls’ leadership is both a matter of rights and a strategic development priority.
