Executive Summary
Corruption at the community level undermines public trust, weakens local governance, and deprives vulnerable populations of essential services such as healthcare, education, social protection, and infrastructure. Despite national anti-corruption frameworks, many communities continue to experience misuse of public funds, lack of accountability, and limited citizen participation in decision-making processes.
This project, “Promoting Transparency and Anti-Corruption at the Community Level,” aims to strengthen community-driven accountability mechanisms by empowering citizens, local leaders, and civil society organizations to demand transparency, monitor public resources, and actively participate in local governance. Implemented over a period of 24 months, the project will focus on awareness-building, capacity development, participatory monitoring, and the use of digital and social accountability tools.
By engaging community members, youth groups, women’s associations, local authorities, and media, the project seeks to foster a culture of integrity, reduce corruption risks, and improve service delivery outcomes at the grassroots level.
Background and Problem Statement
Corruption remains a major obstacle to inclusive development, particularly at the local level where public services directly affect daily life. In many communities:
- Citizens lack access to information about budgets, procurement, and public programs
- Decision-making processes are opaque and dominated by a few actors
- Community members fear retaliation for reporting corruption
- Weak oversight allows mismanagement of funds and abuse of power
Marginalized groups—especially women, youth, and low-income households—are disproportionately affected, as corruption limits their access to basic services and economic opportunities. While national anti-corruption institutions exist, they often have limited reach at the community level.
There is a critical need for localized, participatory, and preventive approaches that empower communities to identify corruption risks, promote ethical behavior, and hold duty-bearers accountable in a constructive and collaborative manner.
