Executive Summary
This proposal outlines an emergency sanitation and hygiene promotion intervention aimed at reducing disease risks among populations affected by humanitarian crises, displacement, or natural disasters. The program will provide rapid sanitation facilities, hygiene supplies, and community hygiene education to 8,000 vulnerable individuals over a 6-month emergency response period. The initiative will focus on preventing the spread of waterborne and hygiene-related diseases by improving sanitation access and promoting safe hygiene practices. The total funding requested is USD XXXXXX to support sanitation infrastructure, hygiene kit distribution, and community engagement activities that protect public health during crisis situations.
Problem Statement
Humanitarian emergencies often lead to the collapse of sanitation systems and overcrowded living conditions in displacement sites or temporary shelters. Limited access to latrines, poor waste management, and inadequate hygiene practices increase the risk of cholera, diarrhea, hepatitis, and other communicable diseases.
Women, children, elderly individuals, and persons with disabilities face heightened risks due to unsafe sanitation facilities and limited access to hygiene supplies. Without immediate sanitation services and hygiene awareness, disease outbreaks can spread rapidly and further worsen humanitarian conditions.
Rapid sanitation infrastructure and community hygiene promotion are essential to protect health, ensure dignity, and stabilize communities during the emergency response phase.
Project Goal and Objectives
Goal:
To reduce sanitation-related disease risks by improving access to safe sanitation facilities and promoting hygiene practices in crisis-affected communities.
Objectives
- Provide emergency sanitation facilities for 8,000 crisis-affected individuals.
- Promote safe hygiene practices to prevent disease outbreaks.
- Distribute essential hygiene supplies to vulnerable households.
- Improve community awareness on sanitation management and personal hygiene.
Target Population
The project will prioritize:
- Internally displaced persons (IDPs) and refugee communities
- Disaster-affected households lacking sanitation infrastructure
- Women and female-headed households
- Children under five years of age
- Elderly individuals and persons with disabilities
Project Components and Activities
- Rapid Sanitation Needs Assessment
- Conduct immediate field assessments to determine sanitation gaps, identify high-risk communities, and design appropriate sanitation solutions.
- Emergency Latrine Construction
- Construct temporary or semi-permanent emergency latrines in displacement sites and affected communities to ensure safe sanitation access.
- Distribution of Hygiene Kits
- Provide hygiene kits containing soap, sanitary pads, toothbrushes, toothpaste, water containers, and other essential hygiene items to vulnerable households.
- Handwashing and Hygiene Promotion Campaigns
- Conduct community awareness sessions focusing on handwashing practices, safe sanitation behaviors, and disease prevention.
- Waste Management and Environmental Sanitation
- Support community-based waste disposal systems and environmental clean-up activities to prevent contamination and maintain safe living conditions.
- Community Participation and Accountability
- Engage community volunteers and local leaders to promote hygiene awareness, manage sanitation facilities, and ensure transparency in service delivery.
Implementation Timeline
- Month 1: Rapid assessment, procurement of materials, and construction of sanitation facilities
- Months 2–5: Hygiene kit distribution, sanitation maintenance, and hygiene promotion campaigns
- Month 6: Monitoring review, final distributions, and project evaluation
Expected Outcomes
- 8,000 individuals gain access to improved sanitation facilities
- Increased adoption of safe hygiene practices among crisis-affected communities
- Reduced incidence of sanitation-related diseases
- Improved environmental sanitation in displacement sites and vulnerable communities
Monitoring and Evaluation
Monitoring will include sanitation facility usage tracking, hygiene kit distribution records, community feedback mechanisms, and hygiene behavior surveys. Health indicators related to sanitation and hygiene will be monitored in coordination with local health partners. A final evaluation will assess program effectiveness and document lessons learned for future emergency sanitation interventions.
Budget (Narrative Form)
The total estimated budget for the 6-month Rapid Sanitation and Hygiene Promotion Program is USD XXXXXX. Approximately USD XXXXX will be allocated for the construction and maintenance of emergency sanitation facilities, including latrines and waste disposal systems. Procurement and distribution of hygiene kits for vulnerable households will require USD XXXXXX. Hygiene awareness campaigns, training sessions, and community mobilization activities are estimated at USD XXXXX. Personnel costs, including WASH specialists, field officers, engineers, and community facilitators, are projected at USD XXXXX. Monitoring, data collection, and evaluation activities will require USD XXXXX, while administrative and operational costs are estimated at USD XXXX. A contingency reserve of USD XXXX is included to address unforeseen emergency sanitation needs.
Sustainability and Exit Strategy
While the program focuses on immediate sanitation needs, community members will be trained to maintain sanitation facilities and promote long-term hygiene practices. Coordination with local authorities and humanitarian partners will support the transition from emergency sanitation systems to more durable infrastructure. Community-led sanitation committees will help sustain hygiene improvements and strengthen resilience against future health risks.
