Across the world, aging populations are increasing rapidly, creating an urgent need for stronger social protection systems. Older adults—particularly those in low-income, rural, and marginalized communities—face growing challenges such as limited access to healthcare, weak pension coverage, financial insecurity, social isolation, and inadequate long-term care services. Without timely support, millions of older persons will experience deepening vulnerability, reduced quality of life, and heightened dependence on informal family caregiving systems already under strain.
This proposal outlines a comprehensive program titled “Strengthening Social Protection for Aging Populations”, aimed at improving the wellbeing, independence, and resilience of elders through pension awareness, healthcare access, digital literacy, community support networks, financial empowerment, and social inclusion. The program will be implemented over three years in selected districts, directly benefiting 12,000+ elderly individuals and indirectly benefiting families, community caregivers, and service providers.
Background and Problem Statement
- The global rise of aging populations
- According to United Nations projections, the number of adults aged 60 and above will reach 2.1 billion by 2050, surpassing the population of young children for the first time in history. Low- and middle-income countries (LMICs) account for nearly 75% of this demographic shift. As populations age, the demand for strong social protection systems—including pensions, healthcare, long-term care, and income-generating opportunities—has become more urgent.
- Challenges faced by aging populations
- Despite global progress, older adults continue to face significant vulnerabilities:
- Financial Insecurity:
Many elders lack formal pension coverage or receive insufficient pension payments to meet basic needs. - Limited Access to Healthcare:
Chronic diseases, mobility issues, and age-related disabilities require consistent and affordable medical care—often unavailable in rural and underserved areas. - Social Isolation and Mental Health Issues:
Loneliness, emotional stress, and social exclusion are widespread among older persons, increasing risks of depression and poor wellbeing. - Digital Exclusion:
As essential services shift online, elders without digital literacy are excluded from information, social services, and telehealth. - Weak Legal Protection and Rights Awareness:
Many older adults are unaware of their entitlements, making them vulnerable to neglect, financial exploitation, and elder abuse. - Dependence on Informal Care:
Elder care traditionally falls on family members, especially women, resulting in emotional and financial stress for caregivers.
- Gaps in existing social protection systems
- Current national programs include pensions, health schemes, and welfare initiatives. However, gaps exist in:
- Coverage of the poorest elders
- Awareness of entitlements
- Ability of elders to apply for and access schemes
- Quality and affordability of geriatric health services
- Availability of community-based long-term care
- Support for caregivers
- Integration of digital tools for service delivery
- To address these gaps, a holistic, community-based approach is needed.

Conclusion
A rapidly aging population presents both challenges and opportunities. With the right investments, older adults can live dignified, healthy, and fulfilling lives while continuing to make valuable contributions to their families and communities. This project addresses critical gaps in existing social protection systems by strengthening financial security, healthcare access, social inclusion, digital literacy, and caregiving capacity for older persons. By supporting this initiative, donors will help build a future where no elder is left behind—where aging is not a burden but a respected and supported stage of life. The program ensures sustainable, community-driven solutions that empower older adults, strengthen families, and reduce long-term social and economic vulnerabilities.
