Executive Summary
Vietnam is highly vulnerable to climate change impacts such as sea-level rise, floods, droughts, salinity intrusion, and extreme weather events. These impacts disproportionately affect women, particularly in rural and coastal areas where livelihoods depend on climate-sensitive sectors such as agriculture, fisheries, handicrafts, and small-scale trade. At the same time, women play a critical role in household resilience, natural resource management, and local economies. Supporting women-led green enterprises offers a powerful pathway to strengthen climate adaptation while promoting inclusive economic growth.
This proposal presents a Women’s Green Enterprises and Climate Adaptation project designed to empower women entrepreneurs in climate-vulnerable regions of Vietnam. The project will support women to establish and scale environmentally sustainable enterprises that contribute to climate resilience, low-carbon development, and sustainable livelihoods. Interventions will include green skills training, access to finance, climate-smart technologies, business development services, and market linkages.
Implemented over three years, the project will directly benefit approximately 3,500 women entrepreneurs and indirectly support over 15,000 household members. Expected outcomes include increased incomes for women, adoption of climate-resilient and environmentally friendly business practices, strengthened local economies, and enhanced community resilience to climate change. The project aligns with Vietnam’s National Climate Change Strategy, Green Growth Strategy, and commitments under the Paris Agreement.
Background
Vietnam’s rapid economic growth has lifted millions out of poverty, yet climate change threatens to reverse development gains, particularly for vulnerable populations. The Mekong Delta and coastal regions face increasing risks from flooding, salinity intrusion, and erosion, while upland and central regions experience droughts and landslides. Women in these regions are often engaged in informal or small-scale enterprises with limited access to resources, technology, and markets.
Green enterprises—businesses that deliver environmental benefits while generating income—are increasingly recognized as key drivers of climate adaptation and sustainable development. These enterprises can reduce environmental degradation, promote efficient resource use, and create green jobs. For women, green enterprises offer opportunities for economic empowerment, leadership, and resilience building.
Despite supportive national policies on gender equality and green growth, women entrepreneurs in Vietnam face persistent barriers, including limited access to finance, lack of technical and business skills, time constraints due to unpaid care work, and social norms that restrict women’s participation in decision-making. This project aims to address these barriers by providing targeted, gender-responsive support for women-led green enterprises.
Problem Statement
Women in climate-vulnerable regions of Vietnam face compounded challenges that limit their ability to adapt to climate change and benefit from green economic opportunities:
- High exposure to climate risks affecting women-led livelihoods

As a result, women’s enterprises remain small, informal, and vulnerable to climate shocks. Without targeted interventions, opportunities to harness women’s leadership for climate adaptation and green growth will remain underutilized.
Project Goal and Objectives

Project Methodology
The project will adopt a gender-responsive, market-oriented, and climate-informed approach that integrates enterprise development with climate adaptation strategies.
- Green Skills and Enterprise Development
- Training women on green business models, climate-smart production, and resource efficiency
- Technical training in sectors such as sustainable agriculture, eco-processing, renewable energy services, eco-tourism, waste recycling, and green handicrafts
- Business planning, financial literacy, and digital marketing support

- Facilitation of access to microfinance, grants, and revolving funds for women-led enterprises
